This paper explores climate change adaptation within national policy priorities in a least developed country (LDC). The premise of the article is that when considering food security, climate is an exogenous trigger, while the deeper causes lie in social problems. Therefore, adaptation is subordinate to poverty alleviation. The paper examines how these two goals, climate adaptation and poverty alleviation, can be combined. However, when the political leanings of the government change, its policies are usually altered as well. In this policy report we give an account of the recent changes and current trends in Finnish education policy. The parliamentary form of government, lacking adequate stabilizing elements, generates inefficiencies and institutional dysfunctions. The changes that it has undergone have determined new balances between powers, which favor the Executive, and, within this, the monocratic role of the President of the Council of Ministers. These changes highlight even more the need to carry out institutional reforms that rationalize the strengthening of the head of government, providing for suitable counterweights, and restructuring the relationship of trust in order to ensure its stability.
