Abstract
 This article presents the Council of Europe’s educational policy, indicating its major milestones and characteristics when it comes to issues of cultural heritage. First it offers an analysis of the strategic documents (i.e. recommendation No. R (98) 5 of the committee of ministers to member states concerning heritage education and conventions, with emphasis on the Council of Europe Framework Convention on the Value of Cultural Heritage for Society (Faro Convention). In this review, I concentrate on analysing the response Tom Shakespeare’s Disability rights and wrongs has awoken in the disability studies community. I argue that the complicated relationship between politics and science is the underlying cause for many controversies in disability studies. On Sustainable Management in Local Governance of Water: a Prospective Localized Study

In the face of the changes in the planet's natural resources and of their unequal distribution, it is becoming more urgent that contemporary societies oversee environmental assets in a global manner. Although international directives, when they are transposed into national laws, may set specific objectives, meeting them at the local level is as yet an uneven enterprise. Nevertheless we hope to demonstrate, using a case-study involving local tensions over water resources, that public management of the crisis may be developed that effectively involves the civic society, by using the incentives and enforcement tools of central government and of local institutions.

Consensus measures for preference rankings with ties: an approach based on position weighted Kemeny distance

Preference data are a particular type of ranking data where some subjects (voters, judges, ...) give their preferences over a set of alternatives (items). It happens, in most of the real cases, that some items receive the same preference by a judge, giving raise to a ranking with ties. The purpose of our paper is to investigate on the consensus between rankings with ties taking into account the importance of swapping elements belonging to the top (or to the bottom) of the ordering (position weights). The diversity of lactic acid bacteria (LAB) associated with chicha, a traditional maize-based fermented alcoholicbeverage from Northwestern Argentina, was analyzed using culture-dependent and culture-independent approaches.Samples corresponding to 10 production steps were obtained from two local producers at Maimará(chicha M) and Tumbaya (chicha T).
