L'articolo esamina il d.l. n. 13 del 17 febbraio 2017, convertito, con modifiche, nella l. 13 aprile 2017, n. 46, che ha introdotto una nuova forma di detenzione per i migranti che rifiutino di essere identificati. La riforma continua a porre numerose problematiche sul versante della tutela dei diritti umani.

Abstract Thermal convection is the motor of Earth dynamics and therefore is the link between plate motions, hotspots, seismic velocity variations in the mantle, and anomalies of the gravity field. Small scale mantle anomalies, such as plumes, do, however, generally escape detection by tomographic methods. It is attempted to approach the problem of detection in a somewhat statistical manner. Correlations are sought between spherical harmonic expansions of the fields under study: the hotspot distribution, mantle velocity variations, gravity, heat flow. Abstract We used Os isotopic systematics to assess the geochemical relationship between the lithospheric mantle beneath the Balkans (Mediterranean), ophiolitic peridotites and lavas derived from the lithospheric mantle. In our holistic approach we studied samples of Tertiary post-collisional ultrapotassic lavas sourced within the lithospheric mantle, placer Pt alloys from Vardar ophiolites, peridotites from nearby Othris ophiolites, as well as four mantle xenoliths representative for the composition of the local mantle lithosphere. The Mediterranean basin, and the Iberian Peninsula in particular, represent an outstanding “hotspot” of biological diversity with a long history of integration between natural ecosystems and human activities. Using deductive distribution models, and considering both Spain and Portugal, we downscaled traditional range maps for terrestrial vertebrates (amphibians, breeding birds, mammals and reptiles) to the finest possible resolution with the data at hand, and we identified hotspots based on three criteria: i) species richness; ii) vulnerability, and iii) endemism. Islands are biodiversity hotspots, often containing numerous endemic species. This makes them also hotspots for conservation. Within the Mediterranean region, Sardinia is known for its comparatively high degree of endemism, including cryptic diversity. In this paper we aim to elucidate the variability of pipistrelles (Pipistrellus and Hypsugo) on Sardinia. More specifically, we ask which species occur on Sardinia and we describe the geographic affiliations of these evolutionary lineages. Although viral variability studies have focused traditionally on consensus sequences, the relevance of molecular clone sequences for studying viral evolution at the intra-host level is being increasingly recognized. However, for this approach to be reliable, RT-PCR artifacts do not have to contribute excessively to the observed variability. Molecular clone sequences were obtained from an in vitro transcript to estimate the maximum error rate associated to RT-PCR for the Hepatitis C virus (HCV) E1-E2 region. This contribution aims to shed light on the specific mechanism of migrant categorization implemented by the so-called «Hotspot approach», which was launched by the EU Agenda on Migration in May 2015. This approach is here envisaged as a response to the current changes in the composition of migration towards Europe. Provisions contained in EU and Italian policy documents are compared with concrete practices enacted on the ground by investigating two case studies: the initial opening of the Hotspot at Milo, in Trapani, and the first months of functioning of the Hotspot on Lampedusa.
