Framing issues in the public debate: the case of human rights

PurposeThe purpose of this paper is to better understand how issues may be framed in public debate. The outcomes of this debate affect organizations. The study is based on the seven types of framing identified by Hallahan and scrutinizes which of these types is utilized, and how this is done, in the case of human rights issues.Design/methodology/approachFor this study a secondary analysis of academic papers on human rights issues was conducted. The Consequentialism of the UN Guiding Principles on Business and Human Rights : Towards the Fulfilment of ‘Do No Harm’

In this paper I demonstrate that the UN Guiding Principles on Business and Human Rights (UNGPs) leans heavily on consequentialism to inform the corporate responsibility to respect to human rights. Through the conception of ‘human rights impacts’, the UNGPs adopt a standard of human rights-based negative act consequentialism, capturing any business act that has the outcome of ‘removing or reducing’ an individual’s enjoyment of human rights. Such a lens is necessary because deontological human rights rules inadequately capture the full scope of global business harm to human rights. Resum: Al present article s’analitza la pel·lícula También la lluvia, una bona mostra de com també el cine «pel gran públic» pot contribuir, a través de les seves representacions, a conscienciar els espectadors; en aquest cas, sobre temes com el genocidi indígena a l’edat moderna, la històrica marginació dels pobles indígenes d’Amèrica Llatina i el dret a l’aigua que hom posa en discussió arreu del món. S’hi destaca, especialment, el racisme inherent als discursos de les elits que estan reproduïts a la pel·lícula i que són una bona mostra –dins del codi realista de También la lluvia– d’idees i d’un llenguatge prou difós.

This Article analyses the effects of succession of States in respect of international treaties on human rights. This is a matter not codified by the Vienna Convention on Succession of States in respect of Treaties. We have to bear in mind that human rights treaties have been adopted by international organisations, which have developed their own practice both for the succession of States as States Members of an international organisation and for the succession of States as Contracting Parties to treaties that the United Nations, the Council of Europe or the European Union have adopted in the field of human rights.
