Participation in job-related lifelong learning among well-educated employees in the Nordic countries

2016

The purpose of this study was to explore participation in job-related lifelong learning (LLL) among well-educated mature workers and compare it across four Nordic countries. Although this group generally is very active in LLL, the centrality of knowledge work in society, rapid pace of skills-renewal and rising learning demands for all qualifications levels, necessitates a better understanding of the patterns and factors affecting their skill development. The paper builds on theories of learning motivation, human capital and workplace learning. Data from the Survey of Adult Skills (PIAAC) by the OECD were used. In addition to high participation rates, systematic level differences in particip…

Whether and How Social Work Could Address the Long-Term Socio-environmental Risks Caused by the Mining Industry in Northern Finland

2018

Despite underlining the importance of the commitment of states and international organizations, the discourse on human security is seldom explicit about who the actors or frontline workers are that operationalize the framework. One such group of practitioners that is possibly involved, but largely unacknowledged, is social workers, especially as social work as a discipline, profession and social movement has a value base and overall goals that are very similar to the human security approach. In social work, the categories of economic, food, environmental and community security fall within the discourse of human security, particularly with the currently evolving ecosocial (ecological/environ…

After the Millennium Development Goals. Remarks on the ethical assessment of global poverty reduction success

2018

The Millennium Development Goals were effective from 2000 to 2015. Statistics show that most of the goals were met, and particularly success in the goal of reducing extreme poverty (MDG1) gained wide recognition. Despite the strong ethical language related to poverty reduction, there has been little analysis of the ethical significance of the MDG achievements. Since statistical and ethical definitions and representations of poverty never completely overlap, conclusions concerning ethical progress are not directly available from the statistics. This article shows how this ethical significance can be analysed and what kinds of controversies and uncertainties relate to the issue. As part of th…

Local social services in disaster management: Is there a Nordic model?

2017

Abstract The Nordic states have extensive welfare systems in which the local social services are an important component. Despite a growing research on disaster resilience, we lack research examining in systematic way whether and how local social services in the Nordic countries contribute to resilience. Aiming to fill this gap, this article asks whether we can identify a common Nordic model of the role of local social services in disasters, or whether the countries have taken different paths. We use policy documents and legislation to examine the extent to which roles for local social services are embedded in the disaster management systems of the five Nordic countries. We analyze the insti…

Policy Alienation in Frontline Social Work – A Study of Social Workers’ Responses to a Major Anticipated Social and Health Care Reform in Finland

2021

Change in the policy and ideology governing social and health care has been much debated in the Western welfare states, including in Finland, where the public sector has witnessed a shift towards a market and managerial ideology in a climate of austerity. These changes affect organisations as well as individual workers. Social workers implement social policies in their daily work, and are thus positioned in between policies and clients. This may expose them to feelings of unease in the implementation of certain policies. In this study, we apply the policy alienation framework of Tummers and colleagues (2009. “Policy Alienation of Public Professionals: Application in a new Public Management …

A kink that makes you sick : The effect of sick pay on absence

2018

We exploit a regression kink design to estimate the elasticity of the duration of sickness absence with respect to replacement rate. Elasticity is a central parameter in defining the optimal social insurance scheme compensating for lost earnings due to sickness. We use comprehensive administrative data and a kink in the policy rule near the median earnings. We find a statistically significant estimate of the elasticity of the order of one. peerReviewed

Designing ecolabels in order to mitigate market failures: an application to agrofood products

2007

For the market for ecofriendly characteristics of agrofood producs effectively, ùeans of mitigationg asymmetric information, informational overload and public goods properties are necessary. Ecolabel success requires a design and an implementation capable of mitigating simultaneously these three sources of market failures. Our contribution differs from many to date by (1) introducing and analyzing the informational overload as a source of market falure and (2) considering the ecolabel, not only as tool to re-establish information summetry between the producer and consumer but also as a way to overcome international overload and public goods problems. We analyze how these sources of market f…

Scaffolding patterns of dialogic exchange in toddler classrooms

2021

The present study investigates how often episodes of dialogic exchange can be identified in educator–toddler interactions during play and emerging academic activities, what kind of scaffolding strategies educators use during the episodes of dialogic exchange and, ultimately, what kind of scaffolding patterns of dialogic exchange can be identified based on educators' use of scaffolding strategies. Educator–child interactions were video-recorded in seven European countries, in two toddler classrooms in each country. The video recordings of emerging academic and play activities were transcribed and analysed, combining the principles of theory and a data-driven content analysis. First, 69 episo…
