Human capital formation : state or market management This paper examines the likely difficulties of the management by the state of the education sector. Concerning the operation of the system, the analysis is based on international comparisons and on the French experience. As a whole the difficulties are linked to the weak accountability and justification in the use of the resources mobilized. This arises from the absence of the regulatory mechanisms as those existing in a market oriented activity. Este documento tuvo como objetivo analizar la evolución de la oferta exportadora de Santander entre el año 2000 y 2012, revisando los patrones de concentración o diversificación. Para ello utilizó como metodología el cálculo del índice de Herfindahl-Hirschmann. Los hallazgos encontrados establecen que la oferta exportable se ha concentrado por lo que las políticas diseñadas para promover la diversificación de producto no han tenido los efectos esperados y es necesario el diseño de nuevos lineamientos para tal fin.

The COVID pandemic is forcing the renewal of scientific conferences, offering opportunities to introduce technological and inclusive developments. Our analysis focuses on the implementation of inclusive practices for female and early-career researchers in a virtual scientific conference. This organization approach was applied in the XIII Spanish Optical Meeting (RNO2021), which was also characterized by avatars interacting in an online metaverse. The effectiveness of inclusive policies and novel technological tools was evaluated using the participation data and a post-conference survey. El presente trabajo analiza la propuesta de la UNCITRAL conocida de forma generalizada como las Reglas de Rotterdam a favor de la unificación de la regulación del transporte marítimo internacional. Concretamente, estas Reglas no pueden considerarse en una tradición puramente continuista a sus antecesoras y vigentes Reglas de la Haya y de Hamburgo.
