Size-intensive decomposition of orbital energy denominators

We introduce an alternative to Almlöf and Häser’s Laplace transform decomposition of orbital energy denominators used in obtaining reduced scaling algorithms in perturbation theory based methods. The new decomposition is based on the Cholesky decomposition of positive semidefinite matrices. We show that orbital denominators have a particular short and size-intensive Cholesky decomposition. The main advantage in using the Cholesky decomposition, besides the shorter expansion, is the systematic improvement of the results without the penalties encountered in the Laplace transform decomposition when changing the number of integration points in order to control the convergence. For any open set $\Omega\subset\mathbb R^n$ and $n\ge 2$, we establish everywhere differentiability of viscosity solutions to the Aronsson equation $$ =0 \quad \rm in\ \ \Omega, $$ where $H$ is given by $$H(x,\,p)==\sum_{i,\,j=1}^na^{ij}(x)p_i p_j,\ x\in\Omega, \ p\in\mathbb R^n, $$ and $A=(a^{ij}(x))\in C^{1,1}(\bar\Omega,\mathbb R^{n\times n})$ is uniformly elliptic. This extends an earlier theorem by Evans and Smart \cite{es11a} on infinity harmonic functions.

European integration and the administrative state. A longitudinal study on self-reinforcing administrative bias

The study demonstrates how the EU contributes to a self-reinforcing administrative bias due to domestic-level organizational factors. Strong European integration without membership reinforces a politico-administrative gap and this gap expands over time. The paper applies an extreme case of high integration without formal EU membership represented by Norway. The findings suggest that the EU contributes to reinforce the administrative state through strong unintended assimilation effects. Abstract The formula of integration by parts for heat measures over a loop group established by B. Driver is revesited through an alternative approach to this result. We shall first establish directly the integration by parts formula over an unimodular Lie group (which will be the finite product of a compact Lie group with a correlated metric), using the concept of tangent processes. A new expression for Ricci tensor will enable us the passage to the limit.
