Este es un artículo de historia constitucional. Se centra en la relación entre la Constitución española de 1812 y la Constitución boliviana de 1826. Su conclusión principal niega la idea de que, por el solo hecho de que ambas fueron cartas liberales contemporáneas entre sí escritas en la misma lengua, la primera Constitución haya influenciado en la segunda. Al contrario, toma a las semejanzas de redacción como un mero mecanismo de auxilio técnico, pero no por una fuente de influencia. A partir de las circunstancias históricas de las Cortes de Cádiz y de los precedentes de la monarquía española, el artículo analiza la posición de la Jefatura del Estado monárquica en la Constitución de 1812 caracterizada como una «Monarquía moderada» basada en los principios estructurales de soberanía nacional y división de poderes que determinan la configuración del Rey como poder constituido en la nueva forma de gobierno. La afirmación de la soberanía nacional impregna el conjunto del texto constitucional sin perjuicio de que coexista retóricamente con la antigua legitimidad monárquica. Variable time amplitude amplification and quantum algorithms for linear algebra problems

Quantum amplitude amplification is a method of increasing a success probability of an algorithm from a small epsilon>0 to Theta(1) with less repetitions than classically. In this paper, we generalize quantum amplitude amplification to the case when parts of the algorithm that is being amplified stop at different times. We then apply the new variable time amplitude amplification to give two new quantum algorithms for linear algebra problems. Our first algorithm is an improvement of Harrow et al. algorithm for solving systems of linear equations. We improve the running time of the algorithm from O(k^2 log N) to O(k log^3 k log N) where k is the condition number of the system of equations. …

Abstract. Laser-induced fluorescence (LIF) is a widely used technique for both laboratory-based and ambient atmospheric chemistry measurements. However, LIF instruments require calibrations in order to translate instrument response into concentrations of chemical species. Thermal- and photo-induced spin crossover in the 1D coordination polymer [Fe(4-tBupy)3][Au(CN)2]2 (4-tBupy = 4-tert-butylpyridine)

Reaction of the unidentate pyridine ligand containing a bulky t-butyl substituent with Fe2+ and [Au(CN)2]− affords a new type of spin crossover (SCO) coordination polymer in the 1D compound [Fe(4-tBupy)3][Au(CN)2]2⋅0.5H2O (1), which is formed by chains of Fe(II) complexes linked through bridging [Au(CN)2]− with three terminal 4-tBupy and one monodentate [Au(CN)2]− ligands completing the octahedral coordination around Fe(II). MeV-energy Xe ion-induced damage in LiF: The contribution of electronic and nuclear stopping mechanisms

The contribution of electronic and nuclear damage mechanisms in the modification of structure and micromechanical properties of LiF crystals irradiated with 52, 224, and 450 MeV Xe ions at fluences 1010–1014 ions cm−2 has been studied. The ion-induced formation of dislocations and hardening in LiF at fluences above 1010 ions cm−2 has been observed. The depth profiles of nanoindentation show a joint contribution of electronic excitation and nuclear (impact) mechanisms to the ion-induced hardening. Abstract Polymeric composites are rheonomic materials and their deformation can be described using the hereditary elasticity relations which allow for describing the mechanical behavior under time-variable loading with consideration of the influence of temperature and other operational factors. Photoelectron Emission from Metal Surfaces Induced by VUV-emission of Filament Driven Hydrogen Arc Discharge Plasma

Photoelectron emission measurements have been performed using a filament-driven multi-cusp arc discharge volume production H^- ion source (LIISA). It has been found that photoelectron currents obtained with Al, Cu, Mo, Ta and stainless steel (SAE 304) are on the same order of magnitude. The photoelectron currents depend linearly on the discharge power. It is shown experimentally that photoelectron emission is significant only in the short wavelength range of hydrogen spectrum due to the energy dependence of the quantum efficiency. It is estimated from the measured data that the maximum photoelectron flux from plasma chamber walls is on the order of 1 A per kW of discharge power.
