‘To Make a People Out of a Mere Population’: Sovereignty and Governmentality in Hegemonic Russian Cultural Policy

Abstract The paper claims that contemporary Russian cultural policy has been determined by political transformations associated with the political project to establish sovereignty that has organized Putin’s regime since 2012. The idea behind it is traced to Putin’s 2006 intention ‘to make a people out of a mere population’. To understand that intention, and to explain the contribution of culture and cultural policy to its concretization, the paper draws on Foucault’s account of sovereignty and governmentality, and the development of the Gramscian notion of hegemony. Abstract This article addresses the controversial question of Theodor W. Adorno’s debt to right-wing Zivilisationskritik by a close reading of his essay “Spengler after the Decline” (1950). The article shows that despite Adorno’s harsh polemics against Oswald Spengler’s Decline of the West (1918, 1922), he sought to make Spengler’s analysis of Weimar Germany’s undemocratic tendencies—“Caesarism”—serve progressive ends. However, Adorno’s essay was not just an effort at “coming to terms with the past” in Adenauerian West Germany. How can design be socially engaged and politically efficient, as proposed by discourses labeled as critical design? This article introduces a conceptualization and historiography of politically charged design discourse based on philosopher Jacques Rancière’s work on the intersections of politics, aesthetics, and critical artistic practices. By focusing especially on Rancière’s reading of the genealogy of design from Ruskin to constructivism and the Bauhaus, the article aims to show that there is an important connection between design and politics present in Rancière’s thought. This study explores how emotions figure in this politics of belonging by studying their discursive mobilization in Finnish and Estonian public debates on asylum seekers. Tähän haasteeseen pyritään osittain vastaamaan hallituksen kärkihankkeella, jossa kehitetään koti- ja omaishoitoa.
