The effects of recent Spanish pension reforms on sustainability and pension adequacy

ABSTRACTThe Spanish pension system has been recently reformed as a response to the demographic challenge and with the objective of ensuring the sustainability of the pension system in the long-term. The overall reforms include changes in the majority of the system parameters, a new indexation rule and a sustainability factor that links life expectancy and the first pension amount. Among information processing system using metadata, collaborative tagging systems have a special status because of their operating principles. Beyond their initial goals - description, organization and sharing of resources - information used by social tagging activities opens up interesting perspectives in the field of information monitoring and strategic intelligence. These opportunities will be stressed by a social and semantic analysis of these practices. This analysis will highlight the contributions of folksonomy to information monitoring process.

Recent content-based image retrieval systems offer an interactive visual browsing of images databases. These methods perform a classification of images (offline) into a search tree for users browsing (online). This approach shows three main problems:1) The size of decriptor vector (n>100) makes distance computing sensitive to dimensionality curse,2) Having many different kinds of attributes into descriptor vector does not help classification,3) In general, classification does not take in consideration users' search context. Why the share of small amount pensions is so substantial in Latvia?

More than 70% of all old-age pensions in Latvia are smaller than 300 euro, which is close to the monetary value of the at-risk-of-poverty threshold. There is a number of reasons for it: the lack of non-contributory component and inadequately low minimum pensions, the absence of redistribution mechanisms in the mandatory notional defined contribution (pillar I) and funded (pillar II) schemes, an unfair conversion of pre-reform employment record into pension formula, and a high tax burden on pensioners.
