Abstract The electrical power sector must undergo a thorough metamorphosis to achieve the ambitious targets in greenhouse gas reduction set forth in the Paris Agreement of 2015. The public procurement of information systems: dialectics in requirements specification

When acquiring information systems, public entities face a dilemma. On the one hand, they want to procure the system that best suits their needs, which often requires lengthy dialogues with vendors. At the same time, they are restricted by government regulations that mandate limited dialogue in the interests of transparency and equal opportunities for all vendors. To examine how public entities deal with this, we followed three procurement projects in Norway. Virtual worlds have a long history, and it also includes various technologies. Yet research interest towards them has diverged over the years. It seems that nowadays they are on focus again with the evolution of socially oriented and community-supporting virtual worlds. Through a review of 445 articles on the topic, only nine were found in the context of engineering construction. Information technology (IT)-supported international technology transfer (ITT) is complex, risky, and fails often. No empirical studies are available on the factors that affect the success of IT-supported ITT. We review applicable theories (i.e. diffusion of innovation theory) and empirical research in conventional technology transfer to develop such a model.
