Generic Data Models for Semantic e-Government Interoperability : Literature Review

2014

Interoperability of e-government systems is suggested to increase transparency, efficiency, effectiveness, and customer service in the public sector. Generic data models are often seen as a way for achieving especially semantic interoperability. To assess how the contemporary data models support semantic egovernment interoperability, we reviewed literature on data models suggested for the public sector in light of four features: standard modelling language, entityrelationship modelling, vocabulary for data exchange and methodology. The review contributes previous research by introducing a four-feature framework for assessing capability of e-government data models to enhance interoperability…

Linear Feature Extraction for Ranking

2018

We address the feature extraction problem for document ranking in information retrieval. We then propose LifeRank, a Linear feature extraction algorithm for Ranking. In LifeRank, we regard each document collection for ranking as a matrix, referred to as the original matrix. We try to optimize a transformation matrix, so that a new matrix (dataset) can be generated as the product of the original matrix and a transformation matrix. The transformation matrix projects high-dimensional document vectors into lower dimensions. Theoretically, there could be very large transformation matrices, each leading to a new generated matrix. In LifeRank, we produce a transformation matrix so that the generat…

Dual Information Systems: Supporting Organizational Working and Learning by Making Organizational Memory Transparent

1999

The conceptual design of most computer-based information systems reflects a dualism of technology. During the development phase, part of the work-domain-related knowledge is formalized and encoded in the software, making it difficult for users to reflect on and use this knowledge. This design--use dualism contributes to the deterioration of the interpretive flexibility of information systems. In this article, we outline an information systems architecture called Dual Information Systems (DIS) that incorporates the concepts of an organizational memory information system (OMIS) in a broader framework. DIS help bridge the design--use dualism by providing organizations with a set of services th…

Redesigning Computer-Supported Work Processes with Dual Information Systems: The Work Process Benchmarking Service

1999

The conceptual design of most computer-based information systems reflects a dualism of technology. During the development phase, part of the work-domain-related knowledge is formalized and encoded in the software, making it difficult for users to reflect on and use this knowledge. This design/use dualism contributes to the deterioration of the interpretive flexibility of information systems. We propose an information systems architecture called Dual Information Systems (DIS) that helps bridge the design/use dualism by providing organizations with a set of services that enable and reinforce both effective, institutionalized working and the questioning and (re)construction of computer-support…

Is it a tool or a toy? How user's conception of a system’s purpose affect their experience and use

2019

The boundary between hedonic and utilitarian information systems has become increasingly blurred during recent years due to the rise of developments such as gamification. Therefore, users may perceive the purpose of the same system differently, ranging from pure utility to pure play. However, in literature that addresses why people adopt and use information systems, the relationship between the users conception of the purpose of the system, and their experience and use of it has not yet been investigated. Therefore, in this study we investigate the interaction effects between users’ utility-fun conceptions of the system and the perceived enjoyment and usefulness from its use, on their post-…

Designing information systems for eBusiness networks: The return of productivity paradox

2003

In this paper we discuss productivity paradox and the origin of business value of ICTinvestments, especially as we see that the present approaches in building ICT-based value networksof companies raises new productivity problems. The findings indicate that the organizations can reapthe benefits of ICT-investments in terms of productivity only by managing the long term processchange both at operational and management levels to match the organizational capacity andcompetitive position. This is achieved not by building information systems only, but by balancingautomational, informational and transformational effects in the business context. We analyze threealternative approaches for informatio…

Towards a European public sphere? A Comparative Study of the Facebook Activities of Danish and Spanish Members of the European Parliament

2019

This comparative study examines the everyday Facebook activities of all Danish and Spanish members of the European Parliament (MEPs), and the extent to which there is a real political conversation between citizens and European representatives. Through content analysis, it analyzes the Facebook practices of a significantly under-studied population (MEPs) during a non-campaign period (January 15 to February 15, 2017) while most of recent research has overwhelmingly focused on campaign periods. The results show that both Danish and Spanish MEPs are generously present and active on Facebook, but that they are less popular than their national counterparts. The study shows that Danish MEPs use Fa…

Towards a Framework for Cross-Sector Collaboration: Implementing a Resilience Information Portal

2017

Municipalities play an integral part in the strive for resilient societies. A resilient municipality is not only prepared for short-term shocks such as natural disasters but also more successful in mastering long-term stresses such as profound in-creases or decreases of population. Backed by a large-scale research project we have developed a Resilience Information Portal (RIP). It serves as an artefact to support cross-sector collaboration within a municipality. The core challenges in implementing such a portal reside not in the technological work, though. Rather, it needs to be implemented in the communication and IT strategy of a municipality and be tailored to the processes. In this arti…

I suffer from a serious rare disease : a challenge to sing and choreograph on TikTok

2021

Algorithms and Logic as Programming Primers

2019

To adapt all-immersive digitalization, the Finnish National Curriculum 2014 (FNC-2014) ‘digi-jumps’ by integrating programming into elementary education. However, applying the change to mathematics teachers’ everyday praxis is hindered by a too high-level specification. To elaborate FNC-2014 into more concrete learning targets, we review the computer science syllabi of countries that are well ahead, as well as the education recommendations set by computer science organizations, such as ACM and IEEE. The whole mathematics syllabus should be critically viewed in the light of these recommendations and feedback collected from software professionals and educators. The feedback reveals an imbalan…
