The role of governance in realising the transition towards sustainable societies

2016

It is widely known that governance is central to the successful implementation of sustainable development policies and measures. Yet, there is a paucity of research which explore the links between governance and sustainability. This paper attempts to address this research need by providing an analysis of the role of governance in enabling - and to some extent - fostering a transition towards sustainable societies. A set of indicators for assessing the capacity for and willingness and commitment to transition to a more sustainable society is presented, enabling identification of direction of change. This paper presents the results of a study, in the context of which sustainability governance…

Integration Through Participation Introductory Notes to the Study of Administrative Integration

2002

When aiming at studying the interconnectedness of administrative systems - and in particular the integration of domestic governance systems and the institutions of the European Union - at least two variables are important to address: (i) the intensity and frequency of cross-level interaction and participation amongst the members of these systems, and (ii) the principles of organization being uppermost at both levels of governance. This article argues that in order to measure administrative integration, particular emphasis should be attached to the way these variables impact upon the organization members individually. Put more precisely, I argue that studies of administrative integration sho…

The Role of the Prefect in the Italian Legal System

2014

Any approach to the prefectoral institute, as it appears today as result of the recent changes introduced in the Italian legal system over the last years, cannot be reconstructed by starting from government representation, and consequently, from the fundamental character of several competences of the Prefect in Italy in the light of the deep reforms of the Italian public administration in the perspective of the “multi-level constitutionalism” the progressive emergence and developments of organs, structure and procedures that create legal norms and impose such norms on citizens of different national states3.

Benefits Realization in eGovernment: Institutional Entrepreneurship or Just Hype?

2013

As development practices of eGovernment gradually mature, there appears to be an increasing focus on documentation of innovation processes and documentation of realized benefits. Although research on benefits realization provides some guidance to these issues, there is a lack of empirical research to validate central tenets in the literature and to provide the level of detail necessary to understand the impact benefits realization practices can have on organizations. To address these issues, we carried out an in-depth longitudinal case study of a large-scale benefits realization effort in Norway. Institutional theory was used to analyze the organizational impact. Our findings show that the …

Proposing an Entrepreneurial Process for the Co-creation of IT Value

2014

Published version of a chapter from the book M. Janssen, H. Scholl, M. Wimmer & F. Bannister (Eds.), Electronic Government : Springer Berlin Heidelberg, 2014. Also available on SpringerLink: http://dx.doi.org/10.1007/978-3-662-44426-9_26 Co-creation of IT value has received substantial focus from the IS research community over the past years. However, few if any have studied this phenomenon from a process perspective, and our understanding of the processes leading to successful co-creation is therefore limited. To address this shortcoming, we studied a complex, e-government case involving 38 government agencies intending to co-create value from a common IT platform. We used a mixed method a…

Procedure and Debate in the British Parliamentary Culture

2016

Haapala illuminates the relationship between procedure and debate in the British parliamentary culture that was formed during the nineteenth century. While emphasising the constitutional shift to parliamentary government after the passing of the 1832 Reform Act, the chapter demonstrates its effects on the parliamentary culture with a special focus on the increasing role of debate and the attempts to reform House of Commons’ procedures. As well as drawing attention to the publicity of parliamentary proceedings and professionalisation of political journalism, Haapala uses rhetorical treatises and manuals to show the common attitudes towards parliamentary debate before and after the institutio…

Loneliness of seniors in long-term care institutions and COVID-19 restrictions

2022

The ageing of society is a significant social and economic challenge in the 21st century Europe. The article analyses loneliness and social isolation among seniors in long-term care (LTC) institutions, as well as how COVID-19 restrictions influence their social isolation. Loneliness and social isolation are different phenomena, but they are interconnected. The feeling of loneliness is a person’s psychological state, but it is especially exacerbated among seniors. Loneliness is closely linked to the deficit of social relations. The study employs a mixed methods approach: a survey using the UCLA Loneliness Scale and semi-structured interviews with social workers in LTC institutions during the…
