This article deals with the political debates of early Latvian socialists concerning the national question in the late nineteenth and early twentieth century. These debates were crucial for the later development of Latvian politics. The idea of Latvian democratic statehood was first pronounced and advocated in this context. The debate also strongly influenced those Latvian socialists, who as the ‘vanguard of Bolshevism,’ later became devout followers of Lenin. An interaction of several intellectual traditions can be observed in these debates, both German and Russian. Qualifying Building Information Models with Multi-Agent System

6 pages; International audience; This paper presents a new approach combining the 3D elements composing the environment of mobile agents with semantic descriptors from building information models. Our proposal is based on the IFC standard which is used in the field of Civil Engineering to build digital models of buildings during the design phase. The semantic of IFC objects composing the 3D environment is used to select and set up 3D objects and elements of simulation scenarios. The result of this process dynamically generates the input files to the JaSIM environment that performs the simulation.

Road Traffic presents a high dynamism which makes necessary the development of traffic management and control strategies to improve traffic flows and more important, road safety. So it is needed the use of intelligent systems to support traffic organizations and road operators to cope with incidents. In this paper we introduce a local autonomous system for traffic management. Delay Tolerant Networks (DTNs) are intermittently connected networks, where direct end--to--end path between communicating nodes may never exist. To achieve eventual delivery some nodes must store messages and wait opportunity to forward them. In mobile environment, one of the most challenging problems for routing protocols is to decide, which nodes should store the message to achieve eventual delivery as quick as possible. Common approach is to propagate message into large group of nodes, hoping one of them will reach the destination.
