Recent literary manifestos claim that “the center is no longer the center” (Le Devoir 2007). Indeed, it is generally admitted that Quebec literature has been more or less independent from the French field since the 1970’s. S'ha creat una nova alternativa al programa ERASMUS que bé podem anomenar "internationalization at home". En el grau d'Enginyeria Química de la Universitat de Cantabria es proposa un nou programa Chemical Engineering European Project Semester (CE-EPS). Consta de tres assignatures més d'un treball en equip que serà l'inici del Projecte Final. Totes aquestes activitats es desenvoluparan en anglès, en un entorn internacional. En las siguientes líneas se pretende argumentar a la luz del ordenamiento jurídico español la existencia de razones jurídicas (válidas y suficientes) para catalogar como “criterio interpretativo de los Derechos Fundamentales” a los Tratados Internacionales de Derechos Humanos, aportando cuatro tipos de argumentos: El primero, se deduce de la naturaleza jurídica de los tratados como fuentes del Derecho Internacional y como obligaciones internacionales para el Estado. Hasta el 21-XI-2001 no existía en la jurisprudencia del Tribunal Europeo de Derechos Humanos (TEDH) ningún asunto en el que hubiese tenido que entrar a conocer de un posible conflicto entre el derecho fundamental reconocido en el art. 6.1 del Convenio europeo de derechos humanos (equivalente a nuestra tutela judicial efectiva) y la inmunidad de jurisdicción del Estado extranjero.
