Determinants of Sub-Sovereign Government Ratings In Europe

The aim of this paper is to identify the determinantsof the rating assigned to sub-sovereignentities in Germany, Austria, Belgium, France,Italy and Spain, using a total of 92 territorial entitiesfor the 1989-2012 period. Multinomial orderedprobit estimation models were estimatedfor each specifi cation and agency.We conclude that the country’s rating is oneof the most important determinants of regionalgovernment’s ratings with a positive infl uence(as expected), and that the country debt/GDPratio is a stronger determinant for regions thantheir own indebtedness with a negative sign.Other relevant variables are population growthrate, unemployment rate, elderly people weight,regional public exp…
Hidden costs of cuts: austerity, civil service management and the motivation of public officials in Central and Eastern Europe after the crisis

The implementation of austerity measures presents a dilemma for governments. While austerity measures such as cutbacks aim to reduce costs and enhance public sector efficiency, the same measures might undermine the motivation of employees and, consequently, the prospects of effectively implementing austerity programmes. Based on a survey of ministerial officials in Poland and Latvia, this article finds that the scale of cutbacks explains a larger decline of staff motivation in Latvia than in Poland. [Abstract] The aim of this study is to analyse residents' perception of the social impact of the Formula E Grand Prix of Santiago de Chile. A sample of 414 residents was collected through a questionnaire made up of 46 items regarding possible positive and negative impacts. Descriptive analysis, confirmatory factorial analysis and cluster analysis were performed. The results showed two groups with different perceptions of this sporting event: realistic (n=152) and favourable (n=162). In this article, Jaroslav Hašek’s bigamy will be discussed from two points of view – the biographical and legal ones. In almost every writer’s biography, the fact of his marrying two women is mentioned, but it is also quickly dismissed with only a few words of explanation. In the author’s opinion, after almost a hundred years following Hašek’s death, the case of his bigamy deserves proper interpretation.
