The EU-Ukraine Association Agreement prior to the Vilnius Eastern Partnership Summit

Abstract This paper seeks to explore how the EU policy on Ukraine evolved in the run-up to the Eastern Partnership Summit in Vilnius in November 2013. In particular, it looks into the preparations leading to the signature of the EU-Ukraine Association Agreement. Thereby it contributes to better understanding of the EU policy debate related to the associated negotiations with the Eastern Partnership countries. Abstract In this paper we analyse emerging discourses of fear on the one hand and safety and security on the other. In the context of rupture - sudden, unprecedented asylum flows as well as the historical context of the fear and experience of losing the state’s freedom, we pose the following research question: Where do insecurities and fear come from and how are spaces of security and safety carved out through public discourses? El texto tiene el objetivo de realizar una revisión teórica aplicable entorno a las migraciones en el contexto particular español. Se ha realizado una revisión bibliográfica aplicable disponible en torno al tema, con el fin de ofrecer una recopilación y selección de la información disponible a este respecto partiendo de la dicotomía que haría en su momento López de Lera (1995), los que “vienen a descansar y los que vienen a trabajar”. Es importante porque el desarrollo teórico de sendas perspectivas de la migración es divergente. Este es el aporte del texto, realizar un recorrido por los dos caminos migratorios y delimitar las principales corrientes.

The analysis of the concept of vulnerability on the International legal framework on Human Trade

The establishment of the Trafficking1 and the Smuggling Protocol2 has brought to the surface the importance of the concept of vulnerability. However, the Protocols have not given a precise definition to the concept of vulnerability, in order to perceive a practical application on legal grounds. In 2005, the Council of Europe tries to delimit the definition’s gap of such concept, through the Convention of Warsaw3, giving a more exact definition of the concept. The present article intends to analyse the evolution and the application of this concept on the international legal framework on Human trafficking and Smuggling of migrants.
