Federalism and Party Democracy in West Germany

According to Gerhard Lehmbruch, there is a growing inconsistency in West Germany between the principles of a federal polity and party democracy, primarily because the former relies on bargaining, and the latter relies on majority rule as a mechanism of conflict regulation. However, comparative analyses have shown that federalism and party competition are not incompatible. Generally, federal structures are neither detrimental nor conducive to the recruitment function of parties. Dynamic integration with random forests

Random Forests (RF) are a successful ensemble prediction technique that uses majority voting or averaging as a combination function. However, it is clear that each tree in a random forest may have a different contribution in processing a certain instance. In this paper, we demonstrate that the prediction performance of RF may still be improved in some domains by replacing the combination function with dynamic integration, which is based on local performance estimates. Linguistic intergroup bias at school : an exploratory study of black and white children in France and their implicit attitude towards another

International audience; " Linguistic intergroup bias " (LIB) (Maass et al., 2000) was investigated in French elementary schools between children of the French majority group (White children of European heritage) and a French minority group (Black children from Sub-Saharan Africa). Participants (N = 360; 7–11-year-old; mean age = 10.36, SD = .85) were shown photographs presenting a target character (ingroup or outgroup) engaging in a positive behavior (e.g., a helping action) or a negative behavior (e.g., an aggressive action). Cellular automaton for chimera states

A minimalistic model for chimera states is presented. The model is a cellular automaton (CA) which depends on only one adjustable parameter, the range of the nonlocal coupling, and is built from elementary cellular automata and the majority (voting) rule. This suggests the universality of chimera-like behavior from a new point of view: Already simple CA rules based on the majority rule exhibit this behavior. After a short transient, we find chimera states for arbitrary initial conditions, the system spontaneously splitting into stable domains separated by static boundaries, ones synchronously oscillating and the others incoherent. In many applications, data from different sensors are aggregated in order to obtain more reliable information about the process that the sensors are monitoring. However, the quality of the aggregated information is intricately dependent on the reliability of the individual sensors. On Solving the Problem of Identifying Unreliable Sensors Without a Knowledge of the Ground Truth: The Case of Stochastic Environments.

The purpose of this paper is to propose a solution to an extremely pertinent problem, namely, that of identifying unreliable sensors (in a domain of reliable and unreliable ones) without any knowledge of the ground truth. This fascinating paradox can be formulated in simple terms as trying to identify stochastic liars without any additional information about the truth. Though apparently impossible, we will show that it is feasible to solve the problem, a claim that is counterintuitive in and of itself. A multiscale approach to automatic and unsupervised retinal vessel segmentation using Self-Organizing Maps

In this paper an automatic unsupervised method for retinal vessel segmentation is described. Self-Organizing Map, modified Fuzzy C-Means, STAPLE algorithms and majority voting strategy were adopted to identify a segmentation of the retinal vessels. The performance of the proposed method was evaluated on the DRIVE database.

UT503VDP::Social science: 200::Sociology: 220En polarisert og betent debatt preger tematikken omkring det store antallet mennesker som søker seg til Europa og til Norge på flukt fra krig og fattigdom. Den største flyktningekrisen siden den 2. verdenskrig har bidratt til å bringe den politiske opinionen i Europa stadig lengre mot det populistiske og nasjonalistiske høyre der vinklingene i all hovedsak handler om utfordringene og problemene som flyktningene bringer med seg. I det som er blitt betegnet som et kappløp mot bunnen har de europeiske statene igangsatt et svarteperspill der det kappes om å gjøre seg minst mulig attraktive for flyktningene. Midt i denne krisen er barna de mest sårbare av alle. Hver enkelt av dem har rett til beskyttelse i henhold til Barnekonvensjonen. Flyktningekrisen påvirker opinion også i Norge og hvordan majoritetsbefolkningen tar i mot de som er innvilget opphold her i landet. Migrasjonsforskningen er og har vært preget av de store fortellingene der innvandring ses i sammenheng med landets utvikling generelt. Graden av suksess eller fiasko blir ofte målt ved å se på flyktningenes tilpasningsevne til statlige og sosiale rammer. I denne oppgaven vil fokus ligge på de små fortellingene; enslige unge flyktningers egne erfaringer i møte med et nytt land. Med utgangspunkt i de unges forhold til organiserte fritidsaktiviteter ønsker jeg å belyse deres egenforståelse av hva som hemmer og fremmer deres integreringsprosess i Norge.
