Many universities in non-English speaking countries have been adopting English as a medium of instruction to internationalize their education. We set out to compare the language policies of a Finnish and a Japanese university using the lens of language ideology – a set of normative beliefs about the social dimension of language. Data were collected from selected documents of the two universities, and analyzed utilizing critical discursive psychology. The Finnish Ministry of Education expected higher education institutions to draw up language strategies during 2009. The aim of the present study is to explore to what extent this expectation was taken into account by the universities. To investigate the state and contents of the language strategies, archival research and surveys were designed. The research questions were: 1) How many language strategies existed until the beginning of 2014? 2) Is there any evidence for cooperation between universities in language strategy matters? 3) Which languages matter strategically? Abstract This introductory article opens the thematic issue Spaces of Upset in the Nordic Region. It introduces the contributions of the issue, outlines the concepts that unite them, and discusses the sociolinguistic area in which they are set: the Nordic region. Centering on Denmark, Finland and Sweden, the article offers an overview of some of the sociolinguistic, ideological and political characteristics of the region and the countries it comprises. The Nordic region is widely seen as a paradigm case of social stability, consensus and cohesion. This vision is, however, a mirage. Within higher education, internationalisation is increasingly important for students and academics alike. In this context, English as the lingua franca has gained prominence. The ostensible ubiquity of English rests on a particular rendering of the language as unitary, fixed, and undifferentiated. In this paper, we challenge this notion of English and use a spatial approach to explore the multiplicity of Englishes on display within the higher education context.
