Pre-determinants of Implementing IT Benefits Management in Norwegian Municipalities: Cultivate the Context

The concept of benefits management addresses explicated practices to realize benefits from information technology investments. However, a minority of organizations have implemented those. We explored which pre-determinants affect the implementation of benefits management practices by conducting a Delphi process in the Norwegian municipality sector. The experts represented governmental organs, general management, and municipal service managers. They identified 59 pre-determinants of potential importance. Organisational learning capability, product innovation performance and export intensity

The hypothesis that managerial characteristics which facilitate the organisational learning process can provide firms with a basis for competitive advantage has received a great deal of attention. While there is evidence that organisational learning affects export intensity, we argue that intermediate variables, such as innovation, should be used in order to evaluate its impact in organisations. This study shows that firms with a higher organisational learning capability tend to be more innovative, and for this reason, they are more likely to export a higher share of their production. Abstract This presentation will first introduce the SCIROCCO and SCIROCCO Exchange projects and the Maturity Model developed by the European Innovation Partnership on Active and Healthy Ageing. ABSTRACTResearch analysing the antecedents of a firm’s absorptive capacity suggests that transformational leadership (TL) is one of its main determinants. However, the few studies focusing on the relationship between these two variables do not explicitly assess why transformational leaders facilitate knowledge acquisition, sharing and retention inside firms. Earlier research has suggested that diversity is a double-edged sword when achieving organizational ambidexterity. While it may contribute to the development of new combinations of exploration and exploitation, it may also lead to disagreements and potential conflict within top management teams (TMTs).
