We explore the hypothesis that long-term commitments affect the dynamics of government expenditure. With the aid of a simple median-voter model we interpret the pattern of increasing-then-constant tax rates observed in OECD countries in the second half of the last century: persistence of public expenditure and a lower bound on new interventions will push government size upward, and preferences of the electorate put a halt to this growth at some point. In this view, the fiscal policy variable is seen to consist of only a part of the total expenditure, the rest being predetermined by its past level.

The subjective scope of application of Labour Law is set by the Statute of Labour. Nevertheless, the interpretation of the Courts is crucial to understand who is a worker in Spain. In this study, the criteria set by the Spanish courts and their evolution are analysed. Recently, the Spanish Supreme Court seems to have abandoned the ‘control test’ criteria for classifying workers and has moved towards a personal conceptualisation of work. This paper shows rulings that prove this evolution. Comparing the legal treatment of employee-created intellectual and industrial property from a labour law perspective

Under Spanish law, different intellectual creations, including those by employees, may be dealt with differently from a legal perspective. Works with authors' rights are regulated by the Spanish intellectual property law. In contrast, inventions made under a labour relationship, which may be used for industrial purposes, are regulated by industrial property laws and are thus governed by the Spanish patent and brands law. Changes in Spatial and Sectoral Patterns of Employment in Ile-de-France, 1978-97

This paper investigates the spatial distribution of employment in the region of Ile-de-France in 1978 and 1997. Exploratory spatial data analysis is used to identify employment centres and a sectoral analysis of the central business district (CBD) and sub-centres is performed. The results highlight a process of suburbanisation of employment in Ile-de-France between 1978 and 1997. A more polarised space emerges in 1997 than in 1978, with several employment centres specialised in different activities. Moreover, even if the spatial influence of the CBD declines over the study period, the CBD maintains its economic leadership by concentrating a large variety of high-order producer services.
