The essay examines the complex issue of the division of powers between the State and the Regions according to Title V of the Constitution concerning health and safety at workplace. This division between the center and the periphery has been subject to a limited review by doctrine and jurisprudence expecially focusing on the regulation of labour market. The Author describes a multilevel system characterized by the presence of national and regional sources collective bargaining and codes of conduct. On the basis of a reconstruction of the regulatory framework and the judicial statements the paper proposes a dynamic reading of the relationship between center and periphery in which the axis of the system remains however anchored to the national jurisdiction along with important regulatory issues left to the regional legislation.Settore IUS/07 - Diritto Del Lavoro

In France, the spring of 2016 was marked by a number of demonstrations against the reform of the labour laws. The employers and the unions refused to discuss this reform which had been drawn up without any consultation. It pursues questionable objectives, in particular wanting to make the principal level of industrial relations take place at the level of the firm. Once again, despite a high level of social discontent, collective action was limited. This collective failure to act is mainly due to the institutionalization of trade unions and their financing by employers and the State.

A transaction cost analysis of staffing decisions in international operations

Abstract This paper analyzes staffing decisions in foreign subsidiaries from the perspective of transaction cost theory. We focus on the ex post transaction costs of the employment relation. Specifically, we look at the monitoring, bonding, maladaptation, and bargaining costs of conducting activities in specific subsidiaries in a foreign country. We hypothesize that the transaction costs of using expatriates are lower than those generated by local employees, especially in the higher managerial echelons of foreign subsidiaries, but also that costs can be reduced as individuals become more experienced. The visibility of the translator has become a pervasive topic of discussion in translation studies ever since it was explicitly approached by Lawrence Venuti in his well known 1995 The Translator’s Invisibility. Estimating regional differences in the utilization of labour resources

This paper introduces a method for the analysis of regional differences in the utilization of labour resources. The method developed is a version of ‘components-of-change’ analysis in which labour force utilization in each regional labour market is compared with the sitation of a labour market with the highest level of utilization. The aggregate measure is split up into three components: open (registered) unemployment, hidden unemployment and underemployment. The effects of structural factors on aggregate differences are also estimated. In the empirical section the situation of Finnish provinces in 1989 is analysed within the framework developed.
