Erityisopetuksena tunnettu perusopetuksen keskeinen toimintamalli on ollut voimallisten muutosten kohteena 1990-luvun lopulta aina näihin päiviin saakka. Vuoden 1998 perusopetuslain myötä alkanut asteittaisten uudistusten sarja kulminoitui vuonna 2011 voimaan tulleisiin perusopetuslain muutoksiin ja oppimisen ja koulunkäynnin tuen järjestelmän toimeenpanoon. Edellisenä vuonna toteutettu valtionosuuslain muutos vaikutti myös olennaisesti erityisopetuksen rahoitukseen ja resursointiin. This thesis proposes a model for young children's foreign language learning with a focus on fun and playfulness as well as emotional needs. The model is based on a wide range of literature on children's development, education, and foreign language learning specifically. Foreign language teachers are surveyed to discover their current practices. This data is analysed and compared to the proposed model. The study finds many teachers already follow many of the principles of the proposed model in their everyday practice. Learning to read in a language with a transparent orthography is generally quick and easy. To be able to read any words, learners need to know how to connect the smallest spoken language units, phonemes, into the written counterparts, graphemes. However, even learning the basic alphabetic principle has proven difficult for some learners. Here we focus on children who struggle to learn to read in Finnish that has a highly transparent orthography.
