Transformation by stealth: the retargeting of home care services in Finland

2011

This paper analyses the trends and changes that home care services for older people have undergone during the last two decades in Finland. The data used come from national social care statistics, covering the time period from 1990-2010. The results show that, in contrast to many other European nations that have expanded their home care provisions, the coverage levels in Finland have dropped dramatically during this period. Those with the highest needs do receive increased amounts of support, but others have become excluded from publicly funded home care provisions and often need to rely on family members. The Italian legislation on contaminated soils does not include the Ecological Risk Assessment (ERA) and this deficiency has important consequences for the sustainable management of agricultural soils. The present research compares the results of two ERA procedures applied to agriculture (i) one based on the “substance-based” approach and (ii) a second based on the “matrix-based” approach. Alongside climate change, the introduction of non- native species (NNS) is widely recognized as one of the main threats to aquatic biodiversity and human wellbeing. Electronic Health Record in Italy and Personal Data Protection.

The present article deals with the Italian Electronic Health Record (hereinafter ehr), recently introduced by Act 221/2012, with a specific focus on personal data protection. Privacy issues — e.g., informed consent, data processing, patients’ rights and minors’ will — are discussed within the framework of recent e-Health legislation, national Data Protection Code, the related Data Protection Authority pronouncements and eu law. The paper is aimed at discussing the problems arising from a complex, fragmentary and sometimes uncertain legal framework on e-Health.

The book Maifinito featured essays, projects, and a selection of “international artistic, social and architectural experiences,” all of which centered around the “fenomeno del maifinito,”1 the maifinito phenomenon—in other words, the enormous number of unfinished buildings in southern Italy, and especially on the island of Sicily. Many of these buildings, so-called maifiniti, have been constructed entirely outside the legislative framework—a phenomenon that perfectly encapsulates the relationship in Italy between construction, the public vs. private realm, the state, and legislation. In December 2015, Arno Brandlhuber met Isabella Fera in Palermo for a wide-ranging discussion.
