Solving congestion in cities : policies and contradictions

International audience; Most cities in the world are now facing traffic gridlock. Local governements and transportation authorities are trying to tame a phenomenon which takes in fact very different forms depending on the level of social and economic development. Is it really possible to compare freeway gridlock in Los Angeles with rickshaw gridlock in Dhaka, Bangladesh ? When French cities embrace the development of urban bicycling, Chinese cities limit the use of bicycles. Using cases of cities in different parts of world, this presentation willl try to find some common trends in urban mobility policies and examine some contradictory developments.

This is a study of Montesquieu's and Beccaria's views on the right to apply death punishment as stated in the great Encyclopedia and in the Supplements. Without providing any unique answer to the question whether society may claim the right of life and death, the encyclopaedists reconsidered and diffused the reformism of the major authors of the eighteenth-century legal culture, thus promoting a societal justice before the Revolution.

This thesis deals with the work the development of an all-optical device for the control of the polarization state of light. Actually, this feature of light remains so far an uncontrolled variable, which can degrade the performances of all-optical systems. This thesis deals with a new automated tridimensional inspection system for transparent surfaces, based on polarization analysis. We first present an extension of the ‘Shape from Polarization’ method for transparent surfaces. After being reflected, an unpolarized light wave becomes partially linearly polarized, depending on the surface normal and on the refractive index of the media it impinges on. Hence, by measuring the polarization parameters of the reflected light, the surface normals are computed.
