Legal Liability of Professional Engineers: The Case of a Fire at a Shopping Center

2019

In this paper, the authors discuss the legal liabilities of the professional engineer as both the engineer of record of a project and the construction site manager. In particular, this paper analyzes the case of a fire at an end-user MV/LV substation of a shopping center in Italy, occurred a few years after maintenance works on the electrical installation. The professional engineer who had designed and overseen the construction of the substation was accused of criminal negligence. The authors through the examination of applicable technical standards, as well as of safety regulations, demonstrate that the professional engineer had acted diligently and that there was no ground for the neglige…

Applicational Aspects of a New Diagnostic Methodology for Fault Location in MV Networks: Problems, Solutions and Improvements

2005

The electrical energy market liberalization has encouraged utilities to make new investments at distribution level so as to attain higher quality levels. Service continuity is one of the aspects of greater importance in the definition of the quality of the electrical energy, for this reason, the research in the field of faults diagnostic for distribution systems is spreading ever more. The Authors have just developed a new methodology for diagnostic management of automated distribution systems. The technique is based on the use of circuital models of the electrical system resulting from the composition of quadripoles. In this paper, after a brief description of the proposed approach, the is…

A Multi-Objective Approach to Optimize a Periodic Maintenance Policy

2012

The present paper proposes a multi-objective approach to find out an optimal periodic maintenance policy for a repairable and stochastically deteriorating multi-component system over a finite time horizon. The tackled problem concerns the determination of the system elements to replace at each scheduled and periodical system inspection by ensuring the simultaneous minimization of both the expected total maintenance cost and the expected global system unavailability time. It is assumed that in the case of system elements failure they are instantaneously detected and repaired by means of minimal repair actions in order to rapidly restore the system. A nonlinear integer mathematical programmi…

ECONOMIC-STATISTICAL DESIGN APPROACH FOR A VSSI X-BAR CHART CONSIDERING TAGUCHI LOSS FUNCTION AND RANDOM PROCESS SHIFTS

2014

Economic design approaches of control charts are commonly based on the assumption that various cost parameters values and the occurrence risk of assignable causes have to be a priori known with precision. However, in real operative contexts, such parameters can be really difficult to accurately estimate, especially considering costs arising from out-of-control conditions of the process. As consequence, pure economic design approaches can involve chart schemes with low statistical performance. To overcome such limitation, it is herein proposed a multi-objective economic-statistical design approach for an adaptive X-bar chart. In particular, such approach aims at the minimization of both the…

A composite indicator for water meter replacement in an urban distribution network

2012

In water supply management, volumetric water meter are typically used to measure users' consumption. With water meters, utilities can collect useful data for billing, assess the water balance of the system, and identify failures in the network, water theft and anomalous user behaviour. Despite their importance, these instruments are characterised by intrinsic errors that cause so-called apparent losses. The complexity of the physical phenomena associated with metering errors in aging water meters does not allow meter replacement to be guided by single parameters, such as the meter age or the total volume passed through the meter. This paper presents a meter replacement strategy based on a c…

Engineering multi-agent systems: State of affairs and the road ahead

2019

International audience; The continuous integration of software-intensive systems together with the ever-increasing computing power offer a breeding ground for intelligent agents and multi-agent systems (MAS) more than ever before. Over the past two decades, a wide variety of languages, models, techniques and methodologies have been proposed to engineer agents and MAS. Despite this substantial body of knowledge and expertise, the systematic engineering of large-scale and open MAS still poses many challenges. Researchers and engineers still face fundamental questions regarding theories, architectures, languages, processes, and platforms for designing, implementing, running, maintaining, and e…

Risk Assessment of a compound feed process based on HAZOP analysis and linguistic terms

2016

[EN] The size and complexity of industrial plants, along with the characteristics of the products used, require a study, analysis and control of the existing risks in every industrial process. In this paper, a methodology for risk assessment in industrial plants, based on the combination of risks identification through the Hazard and Operability (HAZOP) analysis and the risks evaluation through linguistic variables and fuzzy numbers is applied to a case study consisting on a compound feed plant located in the town of Silla (Valencia, Spain). The results from this study show that the main risk in the compound feed production process is the formation of explosive atmospheres (ATEX). Therefore…

Leadership and employees’ perceived safety behaviours in a nuclear power plant: A structural equation model

2011

Leadership is considered an essential element in guaranteeing the safe running of organizations. The purpose of the present study is to find out how leader behaviours influence employees' safety behaviours (perceived safety behaviours) in the nuclear field. In an attempt to answer this question, the authors of this research have considered the way this influence is exercised, taking into consideration some important factors like safety culture and safety climate. To achieve this, the empowerment leadership model, based on a behavioural approach to leadership, was used. The sample was made up of 566 employees from a Spanish nuclear power plant. The results indicated that when safety culture …

Cost benefits of flexible hybrid cloud storage : Mitigating volume variation with shorter acquisition cycle

2016

The hybrid cloud storage is investigated as a case of concurrent sourcing. The paper introduces an analytical model for hybrid cloud storage costs. We study the role of acquisition cycle and volume variation in hybrid cloud costs.Shortening the reassessment interval reduces the volume non-stationarity.Shortening the reassessment interval reduces the total hybrid costs. Hybrid cloud storage combines cost-effective but inflexible private storage along with flexible but premium-priced public cloud storage. As a form of concurrent sourcing, it offers flexibility and cost benefits to organizations by allowing them to operate at a cost-optimal scale and scope under demand volume uncertainty. Howeve…

A novel implicit correlation for the operative temperature of a PV panel

2012

Abstract The operating temperature of a commercial PV panel strongly affects the electric power output of the devices. The prediction of the operating temperature therefore plays a central role in the economic and energy assessment of PV systems. The authors propose a new implicit correlation that takes into account the standard weather variables but also the regimen of PV panel in terms of the proximity to the maximum power points. Data coming from an experimental setup were processed by using the least squares technique. To validate the reliability of the correlation, a comparison between expected values and data from other common correlations were done. The results show that the regimen …
