Tässä pro gradu -tutkielmassani selvitän ELY-keskusten liikuntatoimen viranhaltijoiden näkemyksiä aluehallintouudistuksen vaikutuksista alueellisen liikuntatoimen tilaan. Aluehallinnon uudistus käynnistettiin hallitusohjelmalla vuonna 2007. Uudistus toteutui ja uudet viranomaiset aloittivat toimintansa 1.1.2010. Uudistuksessa lakkautettiin vanha lääninhallitusjärjestelmä ja liikuntatoimet siirrettiin ELY-keskusten alaisuuteen. Sivistyshallinto pirstoutui, kun osa sen tehtävistä sijoitettiin aluehallintovirastoihin ja osa maakunnan liitoille. Rationalising public support for private early childhood education and care: the case of Finland

In Finland, early childhood education and care (ECEC) is traditionally publicly provided. However, private ECEC provision has increased during the past decade, largely as a result of financial support from the public sector. Drawing on qualitative interviews with municipal decision-makers, this article identifies three frames within which publicly subsidised private ECEC provision and marketisation are rationalised: the pragmatic frame, the government frame and the choice frame. This study explored the perceptions of deputy directors about their leadership in Early Childhood Education (ECE) centres in Finland. Our aim was to look beyond task distribution and understand how deputy directors enacted leadership with their colleagues. Six deputy directors employed in one municipality in Finland participated in this study. Interviewed individually, the participants discussed how they themselves perceived being in a leadership position and what their leadership looked like in practice. The use of e-government services and the Internet: The role of socio-demographic, economic and geographical predictors

This article explores the use of e-government services from the perspective of digital divides. First, it aims to find out which socio-demographic, economic and geographical factors predict the use of e-government services. Second, the article aims to show whether these factors moderate the way in which the time spent on the Internet is associated with the use of e-government services. The article is based on survey data (N=612) collected in Finland in May–June 2011 and is analysed by using a logistic regression modelling. Why Finnish polytechnics reject top applicants

I use a panel of higher education clearinghouse data to study the centralized assignment of applicants to Finnish polytechnics. Many top applicants remain completely unassigned each year. The same applicants' future applications reveal that many of them should have been admitted to a different program immediately. The application system, however, discourages applicants from applying to multiple programs within the same year, while at the same time leaving them in the dark on the set of programs willing to admit them. Improvements to the application system have the potential to substantially reduce reapplications, thereby shortening long queues into Finnish higher education. peerReviewed
Sectoral policies cause incoherence in forest management and ecosystem service provisioning

Various national policies guide forest use, but often with competing policy objectives leading to divergent management paradigms. Incoherent policies may negatively impact the sustainable provision of forest ecosystem services (FES), and forest multifunctionality. There is uncertainty among policymakers about the impacts of policies on the real world. We translated the policy documents of Finland into scenarios including the quantitative demands for FES, representing: the national forest strategy (NFS), the biodiversity strategy (BDS), and the bioeconomy strategy (BES). The purpose of this article is to qualitatively describe and critically explain the discursive construction of employee co-operation negotiations in Finland as an arena for management-by-fear. The article consists of a theoretical review, covering the legislative basis of co-operation negotiations and recent research on management-by-fear. The empirical study consists of media texts and company media releases in Finland in 2012–2013.
