Il contributo mette a confronto Lisbona e Palermo, analizzando le trasformazioni della citta' portoghese e le occasioni perdute della "capitale" siciliana. A partire da alcune analogie, infatti, le due città hanno vissuto stagioni assai differenti, a Lisbona sono state condotte politiche tese a rendere la città competitiva e a dotarla di servizi di eccellenza nonché di progetti di architettura contemporanea; a Palermo la situazione, analizzata sulla scorta delle ultime vicende politiche, appare assai diversa.

The functioning of the European External Action Service (EEAS) has been a much discussed issue since its establishment. By constructing, through the Treaty of Lisbon, a single actor for the EU external policy, the EEAS now has to deal with finding most efficient ways of accommodating the interests of both the EU Member States and the EU institutions. SUMMARYThe development of the European Union (EU) regime, with the frequent changes of institutions and their competencies by treaty revisions, allows for new opportunities for parliamentary studies. This article discusses the role and competencies of the European Council (EC) in the EU regime, using the heuristic and methodological resources of procedural commentaries, parliamentary rhetoric, conceptual history and political regime analysis. Le sujet de cette proposition, s’appuyant sur une recherche en cours concernant la contribution des grands événements contemporains à la rénovation urbaine, porte sur le thème de la relation entre les grandes expositions et les mécanismes de transformation des villes portuaires et des territoires délaissés. L’analyse des rapports entre événement et rénovation urbaine, retracée ici à travers l’exemple de l’Expo’98 de Lisbonne, permet d’aborder, d’une part, le thème de la détermination d’une stratégie de transformation permanente de la ville et, d’autre part, celui de la configuration d’une nouvelle centralité métropolitaine.
