The Promise and Deception of Participation in Welfare Services for Unemployed Young People

This study examined the role of welfare services in the participative citizenship of young people under 30 years of age outside the labour market. Thematic content analysis of the government’s white papers regarding participation policies, as well as participatory action research projects in two Finnish towns, were used to identify factors that enable or hinder participation for this group of service users. The algorithmic personalisation and recommendation of media content has resulted in considerable discussion on related ethical, epistemic and societal concerns. While technologies of personalisation are widely employed by social media platforms, they are currently also being instituted in journalistic media. The chapter focuses on how members in participatory cultures engage in everyday, informal, and interest-driven social and discursive practices primarily on social media but also in ways that relate to the material and physical contexts of their lives. We show how social actors operating in these sites construct gender and sexuality intersectionally and multimodally. We argue that gender and sexuality are always constructed at intersections with other identity categories. Pro gradu –tutkielmani tarkastelee hallinnan demokraattisuuden mahdollisuutta maailmassa, jossa kuva edustuksellisesta demokratiasta on horjunut. Edustuksellisen demokratian kriisi yhdistettynä hallintapuheen nousuun korostaa tarvetta uudenlaiselle tavalle ymmärtää demokraattisuutta. Demokratiapolitiikka on tuonut julkishallintoon kansalaisten osallistamisen painotuksen. Osallistuminen on olennaista myös uudenlaisissa hallinnan verkostoissa. Työssäni muodostan Eva Sörensenin ja Jacob Tofingin (2007) toimittaman teoksen Theories of Democratic Network Governance artikkelien pohjalta teoreettisen kuvan ”hallinnan maailmasta”.
