Steering Institutionalization through Institutional Work: The Case of an eProcurement System in Indonesian Local Government
2014
Corruption is arguably one of the main hindrances to development. In their effort to combat corruption, governments in developing countries turn to information technology to enhance transparency in decision making. However, implementation of an information system in this context is not straightforward. Premised upon institutional theory, this interpretive case study traces the role of institutional actors in the institutionalization of an eProcurement system in Indonesian local government. It draws on different streams of research on institutional work to develop an interpretive lens to understand what institutional actors do to steer the institutionalization process. It identifies a set of…
Mayors in the Town Hall: Patterns of Relations and Conflict Among Municipal Actors
2017
The chapter explores the way in which local actors interrelate with each other and the environment surrounding them. For doing so, it analyses the balance of power among municipal actors in European town halls and to what extent these relationships are characterised either by consensus or by conflict. The findings confirm the existence of differences among types of government, confirming the validity of the Mourtizen–Svara’s typology to capture the division of functions at the apex of local leadership forms of local government. When analysing the level of conflict, other factors such as the level of local autonomy in the political system, the municipality’s economic situation or the mayor’s…

Role of municipalities in the health sector
2021
On Sustainable Management in Local Governance of Water: a Prospective Localized Study
2006
In the face of the changes in the planet's natural resources and of their unequal distribution, it is becoming more urgent that contemporary societies oversee environmental assets in a global manner. Although international directives, when they are transposed into national laws, may set specific objectives, meeting them at the local level is as yet an uneven enterprise. Nevertheless we hope to demonstrate, using a case-study involving local tensions over water resources, that public management of the crisis may be developed that effectively involves the civic society, by using the incentives and enforcement tools of central government and of local institutions.
Studying the anti-corruption capacity of the local press in Poland
2022
The problem of the anti-corruption role of the local media is under-researched, not only in Poland, but also in international studies. In the first part, the growing importance of research on the anti-corruption role of the local press in Poland is presented. Secondly, the concepts of local press and corruption are defined in order to clarify the analytical scope of the proposed model. Then, the ambiguous nature of the anti-corruption capacity of the local press is described based on existing literature. The main pa…
Involvement of cities with county rights in financing tasks pertaining to physical culture
2018
Rosnąca liczba osób uprawiających sport, oddziaływanie społeczne i wychowawcze sportu wpływają na aktywność klubów sportowych i organizacji społecznych promujących kulturę fizyczną. W sferze z…
The local cultural sector : Reinvigorating its public functions and foundations
2016
In the Nordic tradition, public cultural policy has been endowed with an enlightening and welfarepolitical aim. Nordic cultural policies are based on an overall socio-political objective of furthering the empowerment of the individual, universal enlightenment ("Bildung") and the continued democratisation of society (Nielsen 2003). Locally, an important actor is a municipal cultural sector that is one specialized sector in a municipality's administration. Cultural and art institutions (such as libraries, museums, theatres) are working under the cultural sector administration, although they might sometimes have their own separate administration. According to Gray (2002, pp. 82-83) the arts as…
