The objective of the paper is to analyse the distribution of funds from the Central Government Fund for Local Investments (CGFLI) granted in the years 2020-2021 to the communes and districts of the Opolskie province in which the German minority (GM) rules in local governments. Competitive elections are the basis of democracy; without them there is no freedom of choice. Elections without competition are associated with the façade nature of elections in undemocratic systems. There are, however, exceptions to the belief that in a democratic system every election must be competitive. We can also observe them in Poland, particularly in small communes with up to 20,000 inhabitants. They take two forms: non-competitive elections of commune leaders and councillors. The paper uses a panel of more than 1m German firms over 2010-2016, to provide the first firm-bank level evidence of local crowding out for a developed economy characterized by low interest rates and fiscal austerity. Our mechanism relies on two structural features of Germany's banking landscape: the local segmentation of credit markets for small and medium-sized firms (SME) and the role of local public banks in local public finance.
