The traditions of autonomous local governments in Latvia between the two world wars were interrupted in the Soviet period. The local council elections held in December 1989 were the first democratic elections in the postwar period. Lack of sustainability is one of the problems in information system (IS) implementation in developing countries, such as Indonesia. More specifically, this is the case in eGovernment implementation. Using an interpretive research stance in a case study of the eProcurement system in the public sector, the study reveals that the concept of information infrastructure (II) can be used to understand the sustainability issue. Findings suggest that applying the concept of II in IS development and implementation can improve the sustainability of an IS in the public sector, especially one that is used across government agencies and levels. Low public trust in public power institutions is still an urgent problem among the Member States of the European Union. According to the latest Standard Eurobarometer 80 data, the trust continues decreasing. In Latvia trust indicators are also markedly low - 17% residents of Latvia trust in the national parliament, 21% - in the government, but the indicator of trust in political parties is explicitly critical - it constitutes only 6%. When the Republic of Latvia gained its independence from the Soviet Union in 1991, one of Latvia's first priorities was to rebuild its system of local government. This article describes many of the problems local governments in Latvia faced after 50 years of communist rule. The article also discusses the new Latvian laws which changed the structure of local government in that country. Also discussed are Latvian central government institutions which impacted on local governments in general and local government finances in particular. The unique status of the Capitol City of Riga, Latvia's largest municipality is also reviewed in detail.

In Lithuania, administrative–territorial reorganisation was achieved quickly using command methods, by removing local governments at the municipal level, leaving local governments at county level with average population over 60,000, among the largest in Europe.
