This paper presents one specific case of our school development research project. It shed light on the issue of a local community and the structure of expectations, which may limit the school’s development and students’ development. Because this project takes place in Scandinavia one needs first to understand the schooling policy called “one school for all”, which stresses inclusion. Opinions regarding the limited resources of the social capital in Poland are quite common. The country is particularly often referred to as a place with a lower level of organization of its inhabitants. Therefore, a change is necessary towards a greater activation of local communities and creation of social organizations aimed at solving local problems. The effective implementation of development programs may provide considerable support for the introduction of these changes. The Rural Renewal Program may serve as a particularly good example in this respect because the local community is not only the beneficiary, but mainly the initiator of the actions taken.

The training and development of young players both as athletes and individuals is one of the task soccer governing bodies assign to professional soccer team in order to fully exploit the social aspects of sport activities. Recently UEFA imposed new rules to improve the use of home-grown players. We analyze a panel data of English Premier and Championship league clubs for the seasons 2001-02 to 2005-06 in order to understand what clubs characteristics lead to the employment of young players in the team during official matches.
