Weed vegetation of cereal crops in Tajikistan (Pamir Alai Mts., Middle Asia)

The paper presents results of investigations of weed vegetation conducted in crop fields, in Tajikistan (Middle Asia) - one of the world cradles of the weed flora. The study has been based on 299 phytosociological relevés obtained in various geobotanical regions of the country in 2009-2012. In the examined vegetation patches 469 vascular plant species were noted. Many of the recorded species are widespread weeds. However, there were also some rare and endemics taxa (e.g. Prangos pabularia, P. saraw-schanica and Thlaspidium thlaspi) observed in the sample plots. Joint Subcarrier and Phase Shifts Optimization for RIS-aided Localization-Communication System

Joint localization and communication systems have drawn significant attention due to their high resource utilization. In this paper, we consider a reconfigurable intelligent surface (RIS)-aided simultaneously localization and communication system. We first determine the sum squared position error bound (SPEB) as the localization accuracy metric for the presented localization-communication system. Then, a joint RIS discrete phase shifts design and subcarrier assignment problem is formulated to minimize the SPEB while guaranteeing each user’s achievable data rate requirement. The domestic water buffalo is native to the Asian continent but through historical migrations and recent importations, nowadays has a worldwide distribution. The two types of water buffalo, i.e., river and swamp, display distinct morphological and behavioral traits, different karyotypes and also have different purposes and geographical distributions. This paper re-examines the Finnish evidence presented by Lehtonen and Tykkylainen on the use of location quotients (LQs) in estimating regional input coefficients and multipliers. They argue that the choice of an LQ-based method is a gamble and that there is no single method that can be recommended for general use. It is contended here that this evidence is erroneous and that the FLQ (Flegg's location quotient) yields results far superior to those from competing formulae, so it should provide a satisfactory way of generating an initial set of input coefficients.…

Government policy failure in public support for research and development

peer-reviewed Promoting Research and Development (R&D) and innovative activity is a key element of the EU Lisbon Agenda and is seen as playing a central part in stimulating economic development. In this paper we argue that, even allowing for benevolent policy-makers, informational asymmetries can lead to a misallocation of public support for R&D, hence government policy failure, with the potential to exacerbate preexisting market failures. The regionalization of national input-output tables : A study of South Korean regions

This paper uses survey‐based data for 16 South Korean regions to refine the application of Flegg's location quotient (FLQ) and its variant, the sector‐specific FLQ (SFLQ). These regions vary markedly in terms of size. Especial attention is paid to the problem of choosing appropriate values for the unknown parameter δ in these formulae. Alternative approaches to this problem are evaluated and tested. Competing institutional logics in Soviet industrial location policy

The Soviet legacy has been widely demonstrated to have had negative impacts on the regional and economic development of Russia. This article studies the mechanisms of competing institutional logics in Soviet industrial location policies as a source of this adverse heritage. The results indicate that prolonged competition between three institutional logics complicated the adoption and practice of consistent industrial location strategies and contributed to structural problems in economic geography. Research shows that gender inequality is still a major issue in academic science, yet academic societies may serve as underappreciated and effective avenues for promoting female leadership.
