Tämän tutkimuksen tarkoitus on selvittää suomalaisen kulttuuripolitiikan kolmannen vaiheen vaikutuksia valokuvakeskusten toimintaan. Managerialismia (new public management) on pidetty suomalaisen kulttuuripolitiikan kolmatta vaihetta kuvaavana käsitteenä. Suomalaisen kulttuuripolitiikan ja sen vaiheiden tutkimus on ollut Suomessa aktiivista. Valokuvakeskuksista ei kuitenkaan ole tehty tieteellistä tutkimusta, vaan ainoastaan muutamia raportteja. The project-based organization, considered as a radical reorganization of work around one or more simultaneous projects, is nowadays widespread in large companies and public administrations.
