This contribution aims to shed light on the specific mechanism of migrant categorization implemented by the so-called «Hotspot approach», which was launched by the EU Agenda on Migration in May 2015. This approach is here envisaged as a response to the current changes in the composition of migration towards Europe. As in other parts of the world, undocumented migrants in Italy suffer worse health status due to their immigration enforcement situation and other vulnerabilities such as precarious illegal jobs, exploitation and abuse or barriers to higher education, with higher prevalence of chronic noncommunicable diseases. This chapter analyzes the philosophical implications related to the “position of vulnerability” defined by the Directive 2011/36/EU on Preventing and Combating Trafficking in Human Beings and Protecting its Victims as “a situation in which the person concerned has no real or acceptable alternative but to submit to the abuse involved” (art. 2.2). In particular, the chapter focuses on the “choice” made by migrant women employed in care and domestic work and in the agricultural sector in Italy. Several studies analyze the exploitation of migrants in the intensive agricultural system as a negative effect of market price competition. Abstract The construction sector is known as a high-risk sector with many safety challenges. It is also characterised by a large number of migrant workers and these workers report higher accident rates than native workers.
