In this paper, after offering a short vindication of public health as public good that liberal government should guarantee, I will show why Ronald Dworkin’s theory of justice in health care does not offer guidance in two cases that arise in pandemics: 1) how to set priorities in rationing access to intense care unit, 2) how to choose between vaccination policies. This lack of guidance is due to an unrealistic assumption that follows from Dworkin’s idea of the unity of value: that it is always possible to strike a balance between individual rights and collective claims in maintaining a public good (in this case public health).

In terms of three signs associated to two vectors and to a 2-plane, a formula for the signature of any four-dimensional metric is given. In the process, a simple expression for the sign of the Lorentzian metric signature is obtained. The rela- tionship between these results and those already known are commented upon.

A new species of smooth clam shrimp (Branchiopoda: Laevicaudata) from Mongolia and China is described here based on both morphological and genetic differences. The new species, Lynceus grossipedia n. sp., has unique features, including asymmetrically modified male thoracopods (left side thoracopods III-VI), male claspers “movable finger” (=endopod) with delicate setation, and broad, bicarinate male and female rostrum. Lynceus grossipedia n. sp. is compared with the genera Paralimnetis Gurney, 1931 and Lynceiopsis Daday, 1912 and a recently described Lynceus Müller, 1776 from China, also showing modified male thoracopods. Incommensurate phases of a bosonic two-leg ladder under a flux

A boson two--leg ladder in the presence of a synthetic magnetic flux is investigated by means of bosonization techniques and Density Matrix Renormalization Group (DMRG). We follow the quantum phase transition from the commensurate Meissner to the incommensurate vortex phase with increasing flux at different fillings. When the applied flux is $\rho \pi$ and close to it, where $\rho$ is the filling per rung, we find a second incommensuration in the vortex state that affects physical observables such as the momentum distribution, the rung-rung correlation function and the spin-spin and charge-charge static structure factors.

The originality of this Historical Geographic Information System (SIGH) is that it is focuses on various transport networks (road and railway) at several temporal scale (from 1975 to 2010). The corresponding spatial network offers the possibility to generate spatial and temporal matrices across France, at different dates. These possibilities open important spatial analysis perspectives. They allow for example to assess the effect of investments in high-speed transport supply on the durations of intercity trips, also multiple opportunity in the field of Regional Science and Complex Systems analysis.

In this paper we present a methodology and tool for rapid prototyping of real time image processing applications. We describe our design flow of multiprocessor system on chip (MPSoC) architectures based on hardware/software components. This methodology provides automated methods to specify, generate the hardware, software, and the architectural interfaces between them. Our methodology starts from system level specification of the application with parallel processes described in C-code. The processes communicate through an abstract channel called streams.
