International audience; The response of photosynthetic activity to interannual rainfall variations in Africa South of the Sahara is examined using 20 years (1981-2000) of Normalised Difference Vegetation Index (NDVI) AVHRR data. Linear correlations and regressions were computed between annual NDVI and annual rainfall at a 0.5° latitude/longitude resolution, based on two gridded precipitation datasets (Climate Prediction Center Merged Analysis of Precipitation [CMAP] and Climatic Research Unit [CRU]). We present a transient absorption setup combining broadband detection over the visible-UV range with high temporal resolution ($\sim$20fs) which is ideally suited to trigger and detect vibrational coherences in different classes of materials. We generate and detect coherent phonons (CPs) in single layer (1L) MoS$_2$, as a representative semiconducting 1L-transition metal dichalcogenide (TMD), where the confined dynamical interaction between excitons and phonons is unexplored. The coherent oscillatory motion of the out-of-plane $A'_{1}$ phonons, triggered by the ultrashort laser pulses, dynamically modulates the excitonic resonances on a timescale of few tens fs. This working paper provides a background to the rebuilding of the educational sector in Somaliland, which had been completely destroyed during the civil war, developed again from very modest beginnings in the early 1990s, and includes manifold offers up to tertiary education a decade later. Arguably, the educational boom in the country is part of the second phase of peacebuilding, which began around 1997 and still continues. It involves extensive diasporic investments in the form of economic and social remittances. I began collecting data for this paper almost two years ago at a time when the role of the Somali diaspora was intensely debated both within and outside the country. In these debates the potential contribution of Somali diaspora is presented in two forms. Firstly, within and outside the academic circles, the role of Somali diaspora is described as potential contributors to the ongoing conflict in Somalia and as spoilers. Such methods are routinely used to estimate vegetation characteristics from optical remotely sensed data, where the presence of clouds decreases the usefulness of the data.
