The history of the Romanian constitution and constitutionalism is closely linked to the 19th and 20th centuries. The 19th century meant the birth of the national unitary Romanian state and the building of the modern constitutional system by way of the massive constitutional transplant from the Western constitutional models. Objective: This study assessed the treatment preferences among Latin-American psychiatrists for their bipolar disorder patients and if these preferences reflect the current guidelines. Methods: We designed a survey comprised of fourteen questions. All the questions were aimed at the treatment of bipolar I patients only. We distributed the survey by hand or e-mail to psychiatrists in eight different countries: Argentina, Brasil, Colombia, Costa Rica, Ecuador, México, Perú and Venezuela. Between May 2008 and June 2009, we were able to gather 1143 surveys. The paper is an attempt to illustrate the linguistic interpretation of speech, known that it remains insufficiently resolved, especially for Romanian. Romanian migrants are characterized by their large number (about 800.000 residents and 268.000 contract workers) and their rapid growth.
