Le hasard dans le droit de l'Union européenne en matière d'accès au territoire de l'Union

The article explores the question of "chance" in the European Union Law in the field of the admission of third States citizens and asylum seekers to the territory of the European Union. Le hasard fait son apparition dans le droit de l'Union européenne en matière de d'accès au territoire de l'Union pour les ressortissants des pays tiers, meme pour les demandeurs d'asile ou pour les personnes en besoin de protection. Dans ce contexte, le hasard perd les caractères habituels qui lui sont reconnus par les Etats membres de l'Union pour devenir un instrument de dissuasion au service de la priorité politique de reduire les mouvements migratoires.

The area of Capo Feto represents one of the few remaining salt-marshy zones in Sicily. It lies within a site of importance for the Community (defined as a “sito di importanza comunitaria” (SIC)), which also includes Margi Spanò and Margi Milo. The Capo Feto and Margi Spanò marshlands have also been identified by the Ministry for the Environment as an area deserving special protection (“zona a protezione speciale” (ZPS)). Moreover, in 1999, 150 ha of the Capo Feto area were included in a project for environmental rehabilitation as part of the European Union “Life-Nature 2000” programme (Comitato Tecnico-Scientifico Area di Capo Feto, 1997). Abstract Between 1946 and 1952, Albert Hirschman worked as an economist in charge of the Western European desk of the research branch of the Board of Governors of the Federal Reserve System in Washington, DC. [1] Natural electromagnetic waves generated near the surface by electrostatic discharges in dust storms (dust devils) or by geological activity could be trapped in the resonant cavity formed by the surface and lower ionosphere of Mars, as it occurs on Earth giving rise to Schumann resonances. The finite difference time-domain technique (FDTD) is applied to model the atmosphere of Mars in order to determine Schumann resonant frequencies, and natural electromagnetic fields at the extremely low frequency range (ELF). Smith, Marshall and Young on division of labour and economic growth

The aim of this paper is to reconstruct the theory of division of labour and economic growth proposed by Adam Smith and developed by Alfred Marshall and Allyn Young. In their approach division of labour is the main engine of growth and plays a central role in capital accumulation and technological progress. We suggest that, according to their theory: 1) economic growth is endogenous; 2) it has the nature of a cumulative, pathdependent process; and 3) it can be described as a disequilibrium process, supported by competitive forces.
