The article contributes to the genealogy of current tendencies in crisis governance by reconstructing Michel Foucault’s analysis of the application of the notion of crisis in 19th-century psychiatry. This analysis complements and corrects Reinhart Koselleck’s history that viewed crisis as originally a medical, judicial or theological concept that was transferred to the political domain in the 18th century. In contrast, Foucault highlights how the psychiatric application of the concept of crisis was itself political, conditioned by the disciplinary power of the psychiatrist. The problem I discuss is whether the behaviors which are the product of the exercise of disciplinary power may be characterized as “normative”, and if so in what sense of the word “normative”. Disciplinary power is, I will say, the “inscription of norms” in the body of those who are subject to it. I distinguish two ways (“indirect” and “direct” inscription) in which norms may be inscribed, through the exercise of disciplinary power, in the body of the subjects, which I dub, respectively, “automatic execution (of norms)” and “normative automatisms”. In questo articolo rispondo alle critiche e ai commenti alla mia ricostruzione della concezione del potere di Michel Foucault proposti da Bruno Celano, José Juan Moreso, Marco Segatti, Alessandro Spena. Mi concentro in particolare sui seguenti aspetti: la connessione fra la nozione foucaultiana di potere e il conflitto; la distinzione fra potere disciplinare, potere governamentale, e potere normativo; la concezione foucaultiana della libertà come autorialità; ciò che Foucault può suggerire riguardo ad alcune “macchie cieche” della teoria del diritto contemporanea.

Tutkielman tarkoituksena on vertailla Hannah Arendtin poliittista ajattelua biopolitiikan kahden keskeisen teoreetikon Michel Foucault’n ja Giorgio Agambenin ajatteluun. Arendt analysoi sosiaalisen nousua, jonka yhteydessä moderni hallinto on kiinnostunut ihmisestä ennen kaikkea ihmislajin biologisena edustajana. Michel Foucault’n teoria biovallasta puolestaan väittää, että ihmisestä on 1600- ja 1700-luvuilta lähtien kiinnostuttu hallinnollisesta näkökulmasta biologisina ruumiina ja väestöinä. Arendt ja Foucault analysoivat modernin nousuun liittyvää ilmiötä, jossa elämä ja hallinta kohtaavat uudenlaisella tavalla.
