Political risks: the “red shift” in debt sustainability analysis

Political stability and economic policy uncertainty can be key determinants of sovereign debt dynamics, and we show how they can be incorporated in debt sustainability analysis. We distinguish between short-term ambiguity and long-term uncertainty about political risk factors, and using a combination of narrative scenarios and calibrated probabilistic scenarios we obtain a comprehensive heatmap of high-risk debt dynamics. We use Italy as an interesting case study and demonstrate a “red shift” in the assessment of vulnerabilities when accounting for political risks. Ignoring these risks can lead to excessive optimism and wrong decisions.

La stabilità del sistema politico istituzionale e l'incertezza riguardo le politiche economiche sono due fattori chiave che possono influenzare la dinamica del debito pubblico. Nell'articolo si propone un modello di analisi della sostenibilità del debito sovrano che tenga conto dei fattori di rischio concernenti l'assetto istituzionale di un paese e le sue politiche economiche. In particolare distinguendo fra ambiguità a breve termine e incertezza a lungo termine dei fattori di rischio politico e utilizzando una combinazione di scenari narrativi e scenari probabilistici si costruisce una "heatmap" che permette di attribuire ad ogni politica fiscale la probabilità che l'obiettivo di riduzione dello stock di debito o del deficit sia soddisfatto. Il modello è applicato al caso Italia. I risultati mostrano un "red shift" della vulnerabilità del debito pubblico italiano quando sono inclusi nell'analisi i fattori di rischio politico. Experimental Investigation for Local Tank Inflow Model

In the present paper the effect of private roof tanks and of the float valve characteristics on apparent losses due to water meter errors was investigated via an experimental study. The tests were carried out at the Environmental Hydraulic Laboratory of the University of Enna (Italy), on a high-density polyethylene (HDPE 100 PN16) looped distribution network. The experimental results showed that network pressure plays an important role in the characterisation of the floating ball valve emitter law, but the tank operating condition is the most relevant aspect to be considered mainly for water meter error evaluation. Engineering issues for which the understanding of the chemo-mechanical behaviour of soils is relevant include wellbore stability problems, the salinification of groundwater, and nuclear waste storage. However, despite the vast number of situations in which couplings between chemistry and mechanics occur, the available constitutive models rely on limited experimental evidence. This paper presents the results of an experimental programme on the chemo-mechanical behaviour of a non-swelling illite. Atmospheric mesoscale numerical models are commonly used not only for research and air quality studies, but also for other related applications, such as short-term weather forecasting for atmospheric, hydrological, agricultural and ecological modelling. In unserem Beitrag analysieren wir, wie die Burgerinnen und Burger den Regierungswechsel und die Ubernahme der Regierungsgeschafte durch die neue grun-rote Regierung wahrgenommen, wie sich die Regierungs- und Parteienzufriedenheit (ausgedruckt durch die hypothetische Wahlentscheidung) im Zeitverlauf entwickelt haben und was die Determinanten der Zufriedenheit sind. Unsere Analysen basieren dabei auf insgesamt sechs reprasentativen telefonischen Befragungen im Zeitraum von November 2011 bis Oktober 2015. Abstract Debris flows can be described as rapid gravity-induced mass movements controlled by topography that are usually triggered as a consequence of storm rainfalls. One of the problems when dealing with debris flow recognition is that the eroded surface is usually very shallow and it can be masked by vegetation or fast weathering as early as one-two years after a landslide has occurred. Supersymmetric Indices of 3d S-fold SCFTs

Enhancement of global symmetry and supersymmetry in the infrared is one of the most intriguing phenomena in quantum field theory. We investigate such phenomena in a large class of three dimensional superconformal field theories, known as the S-fold SCFTs. Supersymmetric indices are computed for a number of theories containing small rank gauge groups. It is found that indices of several models exhibit enhancement of supersymmetry at the superconformal fixed point in the infrared. Dualities between S-fold theories that have different quiver descriptions are also analysed.
