The Mediterranean monk seal (Monachus monachus) is one of the most endangered marine mammals in the world. This species has been threatened since ancient times by human activities and currently amounts to approximately 700 individuals distributed in the Eastern Mediterranean Sea (Aegean and Ionian Sea) and Eastern Atlantic Ocean (Cabo Blanco and Madeira). In other areas, where the species is considered “probably extinct”, an increase in sporadic sightings has been recorded during recent years. Abstract This article presents a comparative study of the barriers to open e-learning in public administrations in Luxembourg, Germany, Montenegro and Ireland. It discusses the current state of open e-learning of public administration employees at the local government level and derives the barriers to such learning. The Romanian fauna comprises two species of Aquarius Schellenberg, 1800, eight species of Gerris Fabricius, 1794 and one species of Limnoporus Stål, 1868, and we hereby update the distribution and provide insights on the phenology and ecology of all eleven species in this country. We furthermore update the distribution of the two closely related species Gerris gibbifer Schummel, 1832 and G. maculatus Tamanini, 1946 in southeastern Europe. In its judgments on the preliminary objections in the Legality of Use of Force cases, the Court held that the FRY was not a UN member in the period between 1992 and 2000. This finding is controversial, at odds with previous decisions of the Court, and has indeed attracted criticism from various judges. This article proposes a different construction of the question of the FRY's membership within the UN and reviews arguments that allow doubts to be cast on the reasoning of the Court. Montenegro became a union republic of the Socialist Republic of Yugoslavia (1945–1992) after the Second World War and the political changes and wars in the Balkans at the turn of the 20th and 21st century. Montenegro proclaimed its independence on 3rd June 2006. As an independent state, this former republic of socialist Yugoslavia takes action to gather and scientifically describe its remarkable cultural heritage.
