The choice of a solid waste management system using the Electre II decision-aid method

A multicriteria decision-aid method, Electre II, was applied to the real choice process of a solid waste management system in the Uusimaa region, Finland. The criteria used were chosen by a supervision group. The weights of the criteria were defined by the managers of environmental and technical affairs of each municipality in Uusimaa, Finland. The use of the Electre II method leads us to recommend centralized incineration as the best municipal solid waste management system for the planning region. However, the second best alternative, intermediate RDF combustion with intermediate landfilling was finally chosen by the municipalities.

Climate change mitigation policy requires reducing dependence on fossil fuels and transition to low carbon energy production in district heating (DH). We study here inclusion of two kinds of renewable energy to a CHP based DH system in Finland: solar heat and ground source heat. In addition, we apply heat storages to balance the gap between production and fluctuating demand. The optimal operation of the extended systems is determined by a simulation and optimization model to minimize the operating costs. ELECTRE TRI is a multiple criteria decision aiding sorting method with a history of successful real-life applications. In ELECTRE TRI, values for certain parameters have to be provided. We propose a new method, SMAA-TRI, that is based on stochastic multicriteria acceptability analysis (SMAA), for analyzing the stability of such parameters. The stability analysis can be used for deriving robust conclusions. SMAA-TRI allows ELECTRE TRI to be used with uncertain, arbitrarily distributed values for weights, the lambda cutting level, and profiles. The current use of natural resources in the textile industry leads us to introduce a new economic concept called inverse Malthusianism describing a context in which population grows linearly and resource consumption grows exponentially. Inverse Malthusianism implies an exponential increase in environmental impact that recycling may contribute to reduce. Our main goal is to extend the analysis of materials selection under the principle of equimarginality proposed by Jevons. The purpose of this work is show the characteristics of different environmental economic assessment methodologies, and exposes a case study where possible alternatives addressed to reduce the contamination of a bay with multicriteria approach are evaluated. The results obtained show the effectiveness of multicriteria analysis to evaluate the alternatives for solution of contamination problem in a bay. Economic evaluation of the contamination effects integrated to the environmental, social and economic dimensions through multicriteria techniques allows an alternative planning to solve the environmental problem studied, providing the right decision.
