Quality of government and economic growth at the municipal level: Evidence from Spain

This paper analyzes the relationship between quality of government and economic growth at the municipal level in 1,820 Spanish municipalities during the period 2008–2015. At this level of dis- aggregation, the literature is virtually non-existent due to severe data constraints. To address this limitation, we proxy institutional quality with a measure of local government efficiency, which provides an accurate indicator of how good local authorities are at managing their budgets. This variable is expected to be highly correlated with other more traditional quality of government indicators such as corruption. The 2011 election in Rhineland-Palatinate was a political earthquake: Following a string of political scandals, the SPD lost almost ten percentage points of their support, while the CDU could hardly improve on their disastrous 2006 result. The FDP is no longer represented in the state parliament. The Greens more than tripled their last result, allowing them to enter a coalition with the SPD for the first time. Analyses at the municipal level show that the party improved most in their urban strongholds while still showing a (relatively) weak performance in rural areas. The residual fraction of mechanically-biologically treated municipal solid waste (MBT residual) was studied in the laboratory to evaluate its suitability and environmental compatibility as a support medium in methane (CH(4)) oxidative biocovers for the mitigation of greenhouse gas emissions from landfills. Two MBT residuals with 5 and 12 months total (aerobic) biological stabilisation times were used in the study. MBT residual appeared to be a favourable medium for CH(4) oxidation as indicated by its area-based CH(4) oxidation rates (12.2-82.3 g CH(4) m(-2) d(-1) at 2-25 degrees C; determined in CH(4)-sparged columns). Sanitary landfills for Municipal Solid Waste (MSW) disposal have been identified as one of the most important sources of methane (CH4) emissions; indeed, MSW contains a certain amount of biodegradable organic matter which undergoes anaerobic degradation resulting in the production of the so called landfill gas (LFG), which main component is typically represented by CH4. In general, LFG will escape through any faults in the landfill capping or in the LFG collection system. By means of this work, we try to analyze how onerous were for the royal town's treasury the expenses derived from their attendance to Assemblies. For this, we are taking, as an example, the royal town of Alcoy in the <i>Cortes</i> of 1443. We have based our study in the <i>Proceso de Cortes</i> and in municipal sources.<br><br>Mediante este trabajo, pretendemos analizar el peso que tenían en la hacienda de las villas reales los gastos derivados de su asistencia a Cortes. Para ello tomaremos como ejemplo la villa de Alcoy en las Cortes de 1443-1446, basando nuestro análisis en el Proceso de Cortes y en fuentes municipales.
