Durante el reinado de Carlos III se aplicó la reforma municipal por la que se introducían nuevos elementos en la estructura de los ayuntamientos. En concreto, se creaban los empleos de diputado del común y síndico personero. Por su proceso de elección y por los requisitos exigidos, se ampliaba la posibilidad de que se pudiera quebrar el monopolio que de los empleos municipales había consolidado la oligarquía que dominaba el consistorio. La Constitución promueve la participación de los ciudadanos en los asuntos públicos a lo largo de su articulado. Así, el artículo 9.2 recoge el deber de los poderes públicos de facilitar la participación de todos los ciudadanos en la vida política, económica, cultural y social. La participación ciudadana queda elevada a la categoría de principio constitucional. Posteriormente este principio proyecta su influencia sobre los distintos ámbitos de actuación pública, tanto a nivel legislativo como administrativo y judicial, de forma que todos los ámbitos funcionales de lo público tienen reconocida en el texto constitucional una forma de participación ciudadana.

Dynamic Membranes for Enhancing Resources Recovery from Municipal Wastewater

[EN] This paper studied the feasibility of using dynamic membranes (DMs) to treat municipal wastewater (MWW). Effluent from the primary settler of a full-scale wastewater treatment plant was treated using a flat 1 mu m pore size open monofilament polyamide woven mesh as supporting material. Two supporting material layers were required to self-form a DM in the short-term (17 days of operation). Different strategies (increasing the filtration flux, increasing the concentration of operating solids and coagulant dosing) were used to enhance the required forming time and pollutant capture efficiency. Outsourcing within the Nordic context: Care services for older people in Finland.

The early 1990s economic setback brought significant reforms favoring the outsourcing of care in Finnish municipalities. Here, outsourcing refers to the practice of municipalities employing private organizations through different means (e.g., open tendering) to deliver public care services. In this context, this study examines the growth in the outsourcing of service housing and home-help services in 311 municipalities from 2001 to 2015 and investigates the municipal factors associated with outsourcing using four dimensions: care needs, population size, economic situation, and political ideology of the municipality. Abstract The administrative–territorial structure of local government in the three Baltic countries is very different. In Lithuania, administrative–territorial reorganisation was achieved quickly using command methods, by removing local governments at the municipal level, leaving local governments at county level with average population over 60,000, among the largest in Europe.
