This research falls mainly into the field of political communication. It tries to comprehend cultural and patrimonial questions as essentiel political communication issue in the municipalities in France. Having chosen two fields (Nice and Dijon), established a theoretical tool and a methodology, we started to hypothesize as follows : the political communication, relating to matters of culture and heritage in the local democratic life, builds up as two differing communication systems in each city.
