Resumen El trabajo analiza el origen y evolución del concepto de la responsabilidad de proteger, sus antecedentes en la década de los noventa del S. XX, su formulación en el Informe sobre La responsabilidad de proteger,  y su consolidación posterior con especial atención al Documento Final de la Cumbre de 2005. Se examina asimismo el modo en que se ha aplicado esta norma emergente en la Resolución 1973 del Consejo de Seguridad, de 17 de marzo de 2011, que ha autorizado el uso de la fuerza en Libia. Tree species recognition in species rich area using UAV-borne hyperspectral imagery and stereo-photogrammetric point cloud

Abstract. Recognition of tree species and geospatial information of tree species composition is essential for forest management. In this study we test tree species recognition using hyperspectral imagery from VNIR and SWIR camera sensors in combination with 3D photogrammetric canopy surface model based on RGB camera stereo-imagery. An arboretum forest with a high number of tree species was used as a test area. The imagery was acquired from the test area using UAV-borne cameras. Motor Cortex Function in Fibromyalgia: A Study by Functional Near-Infrared Spectroscopy

Previous studies indicated changes of motor cortex excitability in fibromyalgia (FM) patients and the positive results of transcranial stimulation techniques. The present study aimed to explore the metabolism of motor cortex in FM patients, in resting state and during slow and fast finger tapping, using functional Near-Infrared Spectroscopy (fNIRS), an optical method which detects in real time the metabolism changes in the cortical tissue. We studied 24 FM patients and 24 healthy subjects. We found a significant slowness of motor speed in FM patients compared to controls. Regardless of age or gender, resistance training or provision of adequate amounts of dietary protein (PRO) or essential amino acids (EAA) can increase muscle protein synthesis (MPS) in healthy adults. Functional Near Infrared Spectroscopy System Validation for Simultaneous EEG-FNIRS Measurements

Functional near-infrared spectroscopy (fNIRS) applied to brain monitoring has been gaining increasing relevance in the last years due to its not invasive nature and the capability to work in combination with other well–known techniques such as the EEG. The possible use cases span from neural-rehabilitation to early diagnosis of some neural diseases. In this work a wireline FPGA–based fNIRS system, that use SiPM sensors and dual-wavelength LED sources, has been designed and validated to work with a commercial EEG machine without reciprocal interference.

Surgical management of moderate ischemic mitral valve regurgitation: Where do we stand?

Ischemic mitral regurgitation (IMR) represents a common complication after myocardial infarction. The valve is anatomically normal and the incompetence is the result of papillary muscles displacement and annular dilatation, causing leaflets tethering. Functionally the leaflets present a restricted systolic motion due to tethering forces that displaces the coaptation surface toward the left ventricle apex. The patients present poor left ventricular function at the time of surgery and the severity of the mitral regurgitation increases the risk of mortality. Since molecules with direct-acting antiviral (DAA) became available, the landscape of the treatment of hepatitis C virus (HCV) infection has completely changed. The new drugs are extremely effective in eradicating infection, and treatment is very well tolerated with a duration of 8-12 wk.
