Państwo opiekuńcze i przestrzeń publiczna w płynnej nowoczesności

Celem artykułu jest przedstawienie stanu państwa opiekuńczego i przestrzeni publicznej w epoce płynnej nowoczesności, omawianej w dziełach Zygmunta Baumana. Tekst rozpoczyna analiza zwrotu neoliberalnego w kontekście upłynniania się nowoczesnego świata. Neoliberalne myślenie zdominowało bowiem społeczne, polityczne, ekonomiczne i kulturowe aspekty życia. Na tym tle przedstawiono zjawisko społeczeństwa sieciowego, związanego z technologiami informacyjnymi i komunikacyjnymi, takimi jak Internet i telefon komórkowy, a także omówiono globalny kryzys nierówności, niweczący wysiłki podejmowane na rzecz demokracji.

This contribution is based on an ongoing experience in Palermo: a participatory process (ProMondello) aimed at producing a master plan. The specificity of ProMondello stems from the fact that the promoters of the process are neither social communities nor local administrations, which so far have only arranged highly questionable and easily exploitable processes. The paper seeks to interpret the European crisis following the critical-pragmatic approach that has been developed by the French sociologist Luc Boltanski. Desde la perspectiva sociojurídica de los estudios de la gobernabilidad, se analiza la evolución de las estrategias de provisión de seguridad, desde su orientación neoliberal hasta el predominio de la austeridad desde la crisis de 2008. Se delimita así un escenario en el que la desigualdad y la aporofobia son elementos fundamentales del marco axiológico hegemónico. Esto es relevante para la configuración y efectividad de los derechos sociales de distintos grupos vulnerables. El artículo se aproxima finalmente a la situación de las empleadas de hogar y de quienes acceden a una vivienda mediante la ocupación de inmuebles vacíos en España.
