Rationalising public support for private early childhood education and care: the case of Finland

In Finland, early childhood education and care (ECEC) is traditionally publicly provided. However, private ECEC provision has increased during the past decade, largely as a result of financial support from the public sector. Drawing on qualitative interviews with municipal decision-makers, this article identifies three frames within which publicly subsidised private ECEC provision and marketisation are rationalised: the pragmatic frame, the government frame and the choice frame. The aim of this study was to review the national steering documents on early childhood education and care (ECEC) in Denmark, Finland, Iceland, Norway and Sweden, with the focus on children up to the age of three, posing the question: What do these documents tell us about ECEC for younger children in the Nordic early childhood settings? Methodologically, a qualitative document analysis was applied. The documents provide a picture of young children whose age, individual needs and a number of other factors, such as cultural background, should be taken into account in ECEC. The purpose of this study was to explore participation in job-related lifelong learning (LLL) among well-educated mature workers and compare it across four Nordic countries. Although this group generally is very active in LLL, the centrality of knowledge work in society, rapid pace of skills-renewal and rising learning demands for all qualifications levels, necessitates a better understanding of the patterns and factors affecting their skill development. Abstract The Nordic states have extensive welfare systems in which the local social services are an important component. Despite a growing research on disaster resilience, we lack research examining in systematic way whether and how local social services in the Nordic countries contribute to resilience.
